Subject: Emergency Preparedness (EP) Inspection 50-334/93-20 and 50-412/93-20

This letter forwards the mport of the announced inspection of your emergency preparedness
,
program conducted by Mr. D. Silk and Mr. L. Eckert of this office on September 7-10,
'
1993 at the Beaver Valley Power Station, Units 1 & 2, Shippingpon, Pennsylvania.
Preliminary findings were discussed by Mr. Eckert with members of your staff.
Areas examined during this inspection am described in the NRC Region I Inspection Repon
which is enclosed with this letter. Within those areas, the inspection consisted of
observations by the inspectors, interviews with personnel, and examination of selected
procedures and records.
Overall, this inspection found that, in general, the EP pmgram was well implemented.
Support from site management was evident. Emergency response facilities and equipment
were operationally ready. Emergency response organization training was complete, and
independent program audits were well performed.
Concerns were noted about the adequacy of Emergency Plan maintenance and the adequacy
of actions taken in regard to resolving EP related discrepancies. No violations of regulatory
requirements were identified.
