INSPECTION OF DAVIS BESSE RADIATION PROTECTION, LIQUID AND SOLID
RADI0 ACTIVE WASTE PROGRAMS (REPORT NO. 50-346/93025(DRSS))
This refers to the routine safety inspection conducted by Messrs. R. A. Paul
'
and S. K. Orth of this office on November 29 - December 3, 1993. This
inspection included a review of authorized activities for your Davis-Besse
Nuclear Power Station. At the conclusion of the inspection, the findings wqre
discussed with those members of your staff identified in the enclosed repert.

Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
,
and representative records, interviews with personnel, and observations of
activities in progress.

During this inspection, certain of your activities concerning the transfer of
radioactive material, appeared to be in violation of NRC requirements.
!
However, as described in the enclosed inspection report, the violation was
categorized at Severity Level V and is not being cited because the criteria
specified in Section VII.B.I of the " General Statement of Policy and
Procedures for NRC Enforcement Actions," (Enforcement Policy,10 CFR Part 2,
Appendix C) were satisfied.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of -
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
