SUBJECT: INSPECTION OF DAVIS BESSE RADIATION PROTECTION, LIQUID AND SOLID

RADI0 ACTIVE WASTE PROGRAMS (REPORT NO. 50-346/93025(DRSS))

This refers to the routine safety inspection conducted by Messrs. R. A. Paul

and S. K. Orth of this office on November 29 - December 3, 1993. This

'

inspection included a review of authorized activities for your Davis-Besse

Nuclear Power Station. At the conclusion of the inspection, the findings wqre

discussed with those members of your staff identified in the enclosed repert. ,

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures ,

and representative records, interviews with personnel, and observations of

activities in progress. j

During this inspection, certain of your activities concerning the transfer of *

radioactive material, appeared to be in violation of NRC requirements.  !

However, as described in the enclosed inspection report, the violation was

categorized at Severity Level V and is not being cited because the criteria  :

specified in Section VII.B.I of the " General Statement of Policy and

Procedures for NRC Enforcement Actions," (Enforcement Policy,10 CFR Part 2,

Appendix C) were satisfied. ,

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of -

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
