SUBJECT: SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE INSPECTION (50-346/93016(DRS)) This refers to the service water system operational performance inspection (SWSOPI) conducted by Mrs. Sonia D. Burgess and others of this office on September 27 through November 16, 1993. The inspection included a review of authorized activities at the Davis-Besse Nuclear Power Station. At the conclusion of the inspection, the findings were discussed on November 16, 1993 with you and members of your staff identified in the enclosed report. The enclosed copy of our inspection report identifies areas examined during the inspection. The team assessed the service water system's (SWS) i operational performance. In particular, the team reviewed in detail, the SWS's design, maintenance, operation, surveillance and testing. The team also assessed the planned or completed actions for Davis-Besse in response to Generic Letter (GL) 89-13, " Service Water System Problems Affecting Safety Related Equipment," issued on July 18, 1989.

completing the safety function required by the design basis. Several l

strengths were identified during the inspection including the good quality of new SWS analyses and calculatio.ns, effective heat exchanger performance testing, and an effective program for minimizing zebra mussels. Operations personnel were knowledgeable and well trained in system performance and operation. The team also considered GL 89-13 guideline implementation acceptable; however, operating procedures and training lesson plans require additional attention. The team also noted some weaknesses. Most significant was the lack of I adequate configuration controls for the systems, as documented in NRC report 50-346/93019. Inadequate configuration controls could present unnecessary { challenges to proper plant operation and modification. Centerior Service Company 2 DEC 291993 During the inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice of Violation (Notice). You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence. In addition, the report addresses a number of unresolved issues, weaknesses, and an inspection followup item. We ' request that you also address each of these items along with your reply to the cited violation identified in the enclosed Notice. After reviewing your response to this Notice, including your proposed corrective actions and the results of future inspections, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements. In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC Public Document Room. The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
