INSERVICE INSPECTION (ISI) RELIEF RR-ENG-12 TO THE SOUTH TEXAS UNITS 1 AND 2 ISI PROGRAM PLAN (TAC NOS. M85160 AND M85161)

By letter dated December 9, 1992, you requested relief from a requirement of ASME Section XI for the reactor vessel closure head nuts as described in Relief Request RR-ENG-12 for the South Texas Project Units I and 2.

This request was in response to concerns identified in NRC Inspection Report 50-498/92-28; 50-499/92-28.

The staff has reviewed your request for relief and our evaluation is contained in the enclosed Safety Evaluation. The evaluation reveals that the inspection requirements are impractical for the subject system for which relief is being requested and, pursuant to 10 CFR 50.55a(g)(6)(i), that the granting of relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.

In making this determination, we have given due consideration to the burden that could result if those requirements were imposed on your facility. Therefore, the staff finds your request for relief acceptable and, by this letter, relief is granted pursuant to 10 CFR 50.55a(g)(6)(1).

The omission of this relief request from previous ISI program plans was not discovered until October 1992. Therefore, this relief applies to future examinations as well as to previous examinations which were conducted during the first refueling outage for Unit 2 and the second and fourth refueling outages for Unit 1.
