Task Order No. 88 Under Contract No. NRC-03-90-031 Entitled " Electrical Distribution System Functional Inspection - Callaway" This letter confirms verbal authorization provided to your office by Ms.

Rosemary Mann, of my staff, to commence work under the subject task order effective June 10, 1993, with a temporary ceiling of $6,000.00.

In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 88. This effort shall be performed in accordance with the enclosed Statement of Work, the Contractor's proposal dated June 8.1993 and its revised proposal of July 22, 1993.

Task Order No. 88 shall be in effect from June 10, 1993 through July 16, 1993, with a cost ceiling of 557,365.39. This amount is inclusive of the temporary ceiling of $6,000.00 that was verbally authorized pending definitization of this task order. The amount of $55,389.23 represents the total estimated reimbursable costs, and the amount of $1,976.16 represents the fixed fee.

BACKGROUND An Electrical Distribution System Functional Inspection will be conducted at the Callaway Nuclear Power Plant. This inspection will assess, on a sample basis, the design, operation, maintenance and surveillance of the as configured electrical distribution system including modifications made since receipt of the operating license. The inspection is to be performed in accordance with Temporary Instruction 2515/107.

OBJECTIVE The objective of this task order is to obtain expert technical assistance (two electrical design and one mechanical system design engineers) to assist the a

NRC inspection team in the performance of the Electrical Distribution Functional Inspection.

l WORK RE0UIREMENTS AND SCHEDULE The work specified in this Statement of Work (S0W) falls within Section C.I.3 of the basic contract's 50W. The contractor shall provide the qualified specialists, and the necessary facili, ties, materials, and services to assist the NRC staff in preparing for, conducting, and documenting the inspection l

activities and findings. Specific tasks under this Task Order are:

Prepare for the subject inspection Inspection preparation will take by reviewing inspection related place on or about June 14-18, 1993 background documentation and at the site and June 21-25, 1993 records provided by the NRC Team in the contractor's home office.

The inspection is to take place on or about June 28-July 2, 1993.

NOTE: Prior to the on-site inspection, the contractor's staff is required to be able to coordinate inspection aspects with the Team Leader. This includes, but is not limited to, discussions on inspection assignments, background i

briefing regarding inspection objectives, and coordination of travel logistics.

REPORT RE0VIREMENTS Technical Report At the completion of Task 1, each contractor specialist shall provide an inspection plan to the NRC Team Leader. The format and scope of this ~ input shall be as provided by the NRC Team Leader.

During Task 2, each contractor specialist shall provide daily reports to the NRC Team Leader. The format and scope of this report shall be as provided by the NRC Team Leader.

At the completion of Task 2 (prior to the inspection team's exit meeting with the licensee), each contractor specialist shall provide a draft inspection report input to tne NRC Team Leader. The format and scope shall be as provided by the NRC Team Leader. Typically, this input will consist of a handwritten summary of the specialist's inspection findings.

At the completion of Task 3, the contractor shall deliver each specialist's final inspection report (feeder report) to the NRC Project Manager (original, and one copy) with one hard copy and one computer diskette version (Wordperfect, or other IBM PC compatible software acceptable to the NRC Team Leader) to the NRC Team Leader within a week cf the inspection. No further effort including management finalization of the report is needed beyond that one week time frame. The form and scope of the final report input shall be as provided by the NRC Team Leader.

Each specialist's feeder report will serve as documentation of the specialist's inspection activities, effort, and findings, and will be used by the NR( Team Leader for the preparation of the NRC's inspection report. As a minimum, each specialist's report input shall include the following:

i Identity of the individual (name, company, and title) that provided information to the specialist during the inspection.

For each area insoected, a description of the activities and general findings and conclusions reached regarding the adequacy of the area.

For each area with a concern or findings, a discussion of the concern or findings with technical bases.

NOTE: The contractor is not required to undertake any further efforts towards report finalization.

For example, management review of the feeder report l

beyond its submitta', to the NRC Team Leader and Project Manager is not needed.

all information contained in the technical and cost proposals, including resumes and conflict of interest disclosures, is accurate and truthful.

NRC FURNISHED MATERIAL Documents required to prepare for the inspection will be provided by the NRC Team Leader.

OTHER APPLICABLE INFORMATI3N The work specified in this 50W is 100% licensee fee recoverable. The contractor shall provide fee recovery information in the monthly progress reports in accordance with the requirements of the basic contract.
