Enclosed is an application for an export license received recently by'the NRC to cover empty cylinders containing heels which are being returned to France, Federal-Republic of Germany,_ The Netherlands and United Kingdom. This is a replacement for export license Y3NM02065, Amendment No. 5 which has insufficient uranium authorization remaining.

A letter of assurance is required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurances will be appreciated.
