SUBJECT:
MINUTES OF CRGR MEETING NUMBER 247 The Committee to Review Generic Requirements (CRGR) met on Tuesday, August 10, 1993 from 8:00 a.m. to 3:30 p.m.
A list of attendees at the meeting is attached (Enclosure 1). The following items were di.scussed at the meeting:
1.
L. Shao, A. Hiser and M. Mayfield of NRR presented for CRGR review a proposed rule package on reactor vessel fracture toughness and a draft regulatory guide on annealing reactor vessels.
The CRGR supported the package subject to CRGR review of a redrafted package addressing the CRGR's comments.
(The revised package would be reviewed by the CRGR staff and circulated to CRGR members; further discussion at another meeting would then be needed only if requested by a member.)
This matter is discussed in Enclosure 2.
2.
The Committee discussed draft revisions to the CRGR Charter, prepared by the CRGR staff, to address recent Commission direction on backfitting.
A number of comments were provided and it was agreed that the CRGR staff would redraft the proposed Charter revisions.
This matter is discussed in Enclosure 3.
In accordance with the ED0's July 18, 1983 directive concerning " Feedback and Closure of CRGR Review", a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes.
The response is to be forwarded to the CRGR Chairman and if there is disagreement with the CRGR recommendations, to the ED0 for decision making.
