OCT r 21993 Docket No. 50-254 Docket No. 50-265 Commonwealth Edison Company ATTN: Mr. L. O. DelGeorge Vice President Nuclear Oversight and Regulatory Services Executive Towers West III 1400 Opus Place, Suite 300 Downers Grove, IL 60515

Dear Mr. DelGeorge:

SUCJECT: DOCUMENTATION REQUECT TO SUPPORT THE QUAD CITIES SYSTEMS BASED INSTRUMENTATION AND CONTROL INSPECTION (SBICl)

I would like to inform you that the NRC will perform a . system based instrumentation and control inspection (SBICI) at the Quad Cities Nuclear Power Station, Units 1 and 2. The onsite inspection activities are scheduled for the weeks of May 31, June 13, and June 27, 1994.

The inspection will assess design, operation, maintenance, surveillance, quality assurance, and corrective actions associated with instrumentation and control systems. To accomplish its objectives, the SBICI team will review a broad range of information and activities for the I&C system loops selected.

The attachment to this letter lists the initial items which the team expects to review. The list is being provided to allow you to anticipate the team's informational needs. I request your assistance in making this information available for review during the May 31 through June 3, 1994, pre-inspection visit.

I =uld l ike w point. out that NRC Inspection Procedure 40501, " Licensee Self-Assessments Related to Area-of-Emphasis Inspections," outlines the process for monitoring a licensee's self-assessment effort and for conducting a limited-scope, indepth inspection as an alternative to a full scope NRC inspection.

Due to the difficulties in changing team inspections, we request that you notify this effice by January 31, 1994, if you desire to implement this procedure. A copy of this procedure is available for review in the NRf resident inspector's office.
