Station Blackout Inspection Report No. 50-341/93021(DRS)
Dear Mr. Gipson:
This refers to the special safety inspection conducted by Mr. Rolf A. Westberg
and others of this office on October 4-8, 1993. The inspection reviewed the
implementation of the Station Blackout (SBO) Rule,10 CFR 50.63, at the Fermi
2 Nuclear Power Station. At the conclusion of the inspection, the findings
were discussed with you and those members of your staff identified in the
enclosed report.
The team considered the SB0 Rule to be adequately implemented.
The materiel
condition of the plant was good.
In addition, the team noted that the plant's
self assessment of SB0 identified many of the same concerns as our team.
The
team identified some minor weaknesses in the SB0 calculations but these
weaknesses did not change the overall results of the calculations.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection.
