On August 10,1993, Portland General Electric Company (PGE) submitted a request for

exemption from the requirements of 10 CFR 50.120, " Training and Qualification of Nuclear Power Plant Personnel." On October 21,1993, the Nuclear Regulatory Commission (NRC) and PGE held a telephone conversation to discuss this exemption request. In the telephone conversation, the NRC requested specific information in order to complete the review of PGE's exemption request.

The attachment to this letter provides PGE's response to the NRC's request.far additional f

The Trojan Shin Manager position is the functional equivalent of the " Shin Supervisor" position described in 10 CFR 50.120. The Shin Manager, who is a Certified Fuel Handler, is responsible for safe and efEcient conduct of plant activities in the permanently defueled mode. Based on the plant's shutdown status, and the limited number of tasks, the formal Shin Manager Training Program has been discontinued.

Management and supersisory skills training is not currently included in the Certified Fuel liandler (CFil) training program. Ilowever, management and supervisory skills training will be provided to Shin Manager candidates as part of the positior qualification process.

ANSI NI8.1-1971 descr;bes the minimum qualification requirements for all operators, both licensed and non-licensed.

i Trojan has two categories of Non-Licensed Operator: Non-Certified Operator (NCO) and Certified Fuel Handler (CFH). The NCO training program is incorporated into the CFH training program described in PGE-1057, " Certified Fuel Handler Training Program" which was approved by the NRC on April 27,1993. Each CFH is required to participate in the CFH Retraining Program, which includes retraining and continuing training. Non-Certified Operators may participate as trainees in the CFH Retraining Program on an as-needed basis. Non-Licensed Operator continuing training addresses facility changes, procedure changes, and improvement areas, and industry events. Retraining topics include systems, abnormal procedures, Emergency Plan, Technical Specifications, and administrative procedures.

Shift Technical Advisor Due to the permanent cessation of power operations at Trojan, the Shift Technical Advisor (STA) position no longer exists. Elimination of the STA position makes the STA Training Program and associated qualification requirements unnecessary.

Shift Supervisor Initial Job Qualification Requirements:

In accordance with Trojan Technical Specincation 6.3.1, "Each member of the facility staff shall i

meet or exceed the minimum qualifications of ANSI N18.1-1971 for comparable positions, except for the Radiation Protection Manager who shall meet or exceed the qualifications of Regulatory Guide 1.8, Rev. 2, April 1987." ANSI N18.1-1971 describes the minimum qualification for the position.

Continuing Training Requirements:

In accordance with Trojan Technical Specification 6.3.1, "Each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971 for comparable positions, except for the Radiation Protection Manager who shall meet or exceed the qualifications of Regulatory Guide 1.8, Rev. 2, April 1987." ANSI N18.1-1971 describes the minimum qustification requirements for Radiation Protection Technicians.

Continuing Training Requirements:

Due to the reduction in programs and stalling following the permanent cessation of operations at Trojan, the duties of the Radiological Protection Technician and the Chemistry Technician were combined for those individuals who were qualified in both areas. The current stafris composed of Chemistry and Radiation Protection Technicians (C&RP Technicians) and Radiation Protection Technicians (RP Technicians). The C&RP and RP Technician continuing training program includes facility training, procedure revisions, radioactive waste, radioactive shipments, and department improvement areas.

Chemistry Technician Initial Job Qualification Requirements:

In accordance with Trojan Technical Specification 6.3.1, "Each member of the facility stafTshall meet or excecd the minimum qualificauons cf ANSI N18.1-1971 for comparable positions, except for the Radiation Protection Manager who shall meet or exceed the qualifications of Regulatory

Guide 1.8, Rev. 2, April 1987." ANSI N18.1-1971 describes the minimum qualification requirements for Radiochemistry and Laboratory Technicians.

Continuing Training Requirements:

Since the duties of the Chemistry Technician and the Radiological Protection Technician have i

been combined, the continuing training program requirements for chemistry are encompassed by the continuing training program for C&RP Technicians.

In accordance with Trojan Technical Specification 6.3.1, "Each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971 for comparable positions, except for the Radiation Protection Manager who shall meet or exceed the qualifications of Regulatory Guide 1.8, Rev. 2, April 1987." ANSI N18.1-1971 describes the minimum qualification requirements for technicians, including I&C Technicians.

Continuing Training Requirements:

The continuing training program includes facility changes, procedure revisions and department improvement areas. In addition, individualized continuing training may be required any time a training need is identified.

Electrical Maintenance Personnel Initial Job Qualification Requirements:

Continuing Training Requirements:

Engineering Support Personnel currently receive continuing training, on an as-needed basis, in the areas of 10 CFR 50.59, systems, technical specifications, and procedure technical reviewer.
