By letter dated December 22, 1992, the NRC issued.

Supplement 1 to Bulletin (NRCB) 90-01 " Loss of. Fill-Oil in Transmitters Manufactured by Rosemount".

Supplement 1 to NRCB 90-01 was issued to evaluate licensees compliance with regulations requiring that Rosemount Model 1153 (Series B ar.0 D) and Model 1154 transmitters manufactured prior to July 11, 1989 achieve the desired degree of high functional reliability.

The specific safety concern is that a gradual loss of fill-oil from the transmitter's j

sealed sensing module has the potential to induce transmitter failure and remain undetected while the j

transmitter is in service, resulting in a common mode i

failure.

NRCB 90-01 Supplement i requested licensees to i

take certain actions to resolve this issue and provide j

written confirmation, notifying the staff when these actions were completed.

The GGNS response to NRCB 90-01 Supplement 1 was transmitted by letter dated March 5, 1993.

In this response, we committed to 1) tag non-installed suspect lot i

Rosemount transmitters (i.e.,

transmitters manufactured prior to July 11, 1989). to prevent inadvertent use in their current configuration, 2) to changt the monitoring frequency of transmitters that were projected to " mature" during 1993, and 3) to replace certain " suspect lot" A

Supplement 1. We plan no further actions regarding this matter. Details of the actions taken are delineated in Attachment 1.

This transmittal satisfies the request to provide written confirmation upon completion of Items 1 and 2 from the Requested Actions of NRCB 90-01 Supplement 1.

A point by point comparison between a summarized extract from Requested Actions Items 1 and 2 of NRCB 90-01 Supplement 1 and the corresponding GGNS response is provided below.

We plan no further action regarding this issue.

GGNS Response to Item 1(c)

In the GGNS response to NRCB 90-01 Supplement 3

1, we reported 10 installed transmitters as i

being enveloped by this criteria.

The 5 transmitters listed in Table 1 of our response were reported to have accumulated 53,450 psi-months against the Rosemount threshold criteria of 130,000 psi-months. As committed in our response, these transmitters have been replaced with transmitters manufactured after July.11, 1989. This astion has been comoleted.

The remaining 5 transmitters were are listed in Tables 2 and 3 of our~ response to Supplement 1 were projected to reach the appropriate psi-month criteria recommended by Rosemount during this year (1993). These transmitters were to remain in the' current 18 month enhanced-surveillance monitoring program until the appropriate psi-month threshold recommended by Rosemount was achieved or until replacement.

l The information reported for these transmitters in our response to NRCB 90-01 Supplement i reflected psi-month data accumulated as of January 1, 1993-(53,320 psi-months). These transmitters have since accumulated an additional 9.8 psi-months prior to plant shut down for the sixth refueling outage (i.e.,

9.4 months of operation

GGNS has 95 transmitters that are enveloped by this criteria. As permitted by NRCB 90-01 Supplement 1, these transmitters have been excluded from the enhanced surveillance monitoring program.

Requested Actions (Item 2)

Licensees are requested to evaluate the enhanced surveillance monitoring program to ensure that-the program provides measurement data with an~ accuracy range consistent with that needed for-comparison with manufacturers drift data criteria for determining degradation caused by a loss of fill-oil.

GGNS Response to Item 2 As stated in our initial response to NRCB 90-01 Supplement 1, the enhanced surveillance monitoring program has been evaluated for measurement data accuracy. The calibration data trending has sufficient.
