PROGRAMMATIC AGREEMENT AMONG THE NUCLEAR REGULATORY COMMISSION.-THE ADVISORY COUNCIL ON HISTORIC PRESERVATION, THE MISSOURI STATE HISTORIC PRESERVATION OF':CER,-AND-THE UNION ELECTRIC COMPANY REGARDING THE IMPLEMENTATION OF THE CULTURAL RESOURCE MANAGEMENT PLANFORTHECALLAWAY-NUCLEARPLANT(TACNO.72749)

The Nuclear Regulatory Commission, Missouri Department of Natural l Resources, and the Advisory Council on Historic Preservation are currently in deliber-ation on a draft programmatic agreement for regulation of the cultural resources located on property owned by the Union Electric Company in Callaway County, Missouri. The Missouri Department of Natural Resources and the Union Electric Com>any have agreed upon the selection of the twenty-five sites for listing in tie National Register af Historic Places in a letter dated April 2, 1990. By this letter we are responding to your letter dated A)ril 24, 1990, which forwarded a draft >rogrammatic agreement forfconnent.

T1e enclosure contains our connents on tie draft programmatic agreement;-

please note that our proposed changes are in bold print. We propose that the licensee be designated responsibility for administration of the cultural resources program in accordance with the provisions of 36 CFR Parts 800.2 and 800.13. We understand that this type of delegation is typical and that this would allow for the most efficient use of both federal and state' resources. Please mail a copy of the post-comment draft to the above address, attention Anthony T. GoJy, Jr., when it is-complete.
