Dear Ms. McLearen:
I would like to congratulate you on your retirement from the Federal service after 36 total years of service and thank you for your 16 years of service to the Nuclear Regulatory Commission.
Your colleagues all attest to your exemplary personal qualities and the extraordinary contributions which you have made to our contracting program.
I wish to mention specifically a few of your major accom-plishments during your tenure here.
You have provided excellent support to the agency's senior managers during your service as Secretary to the Senior Contract Review Board since April 16, 1990.
You have also provided expert advice and support as Senior Contract Negotiator on some of the agency's most complex, large dollar procurements, including our first competitive microcomputer purchase under the Small Business Administration's 8(a) program; urgent and highly sensitive contracts for legal services; and the large commercial facilities management contract for our White Flint complex.
