Dear Mr. Storz:
This refers to the inspection conducted by Messrs. S. Stasek, J. M.-Shine,
D. Kosloff, and R. K. Walton of this office on August 14, 1993, through
.
September 24, 1993. The inspection included a review of activities authorized
for your Davis-Besse Nuclear Power _ Station. At the conclusion of the
inspection, the findings were discussed with those members of your staff
identified in the enclosed report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
No violations of NRC requirements were identified during the course of this
inspection. However, some weaknesses were noted in the level of adherence to
!
your administrative controls implemented by onshift personnel.
Although our
review in this area was still ongoing at the end of the inspection period, the
root cause appeared to be inadequate attention-to-detail on the part of
personnel implementing the associated programs or processes.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
