Dear Mr. Schnell:
This refers to the routine safety inspection conducted by Mr. B. L. Bartlett,
j
Ms. D. R. Calhoun, and Mr. G. F. O'Dwyer of this office from August' I through
September 18, 1993, of activities at Callaway Plant, Unit 1, authorized by
NRC Operating License NPF-30, and to the discussion of our findings with
Mr. J. D. Blosser and others of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during
the inspection.
Within these areas, the inspection consisted.of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
'
Based on the results of this inspection, certain of your activities-appear to
be in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice).
One violation, cited with four examples, involved the
failure to properly follow plant procedures.
Although the individual examples
in the cited violation had minimal safety significance, this. violation is of
,
concern.because it is inconsistent with the past excellent performance by your-
licensed operations staff members.
As such, it warrants your attention for
proper identification of root cause and effective implementation of corrective
actions. Two other violations were also identified, but were not' cited
because the criteria identified in 10 CFR Part 2, Appendix C,-Section VII.B

You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response, you should
document the specific actions taken and any additional actions you plan to:
prevent recurrence.
After reviewing your response to the Notice, including
your proposed corrective actions and the results of future inspections, the
NRC will determine whether further NRC enforcement action-is necessary to
ensure compliance with NRC regulatory requirements
