TVA letter to NRC dated April 21, 1993, " Reply to Notice of Violation (NOV.) and Proposed Imposition of Civil Penalties -

NRC Inspection Report Nos. 50-327, 328/92-36, 92-38, and 93 Enforcement Action 92-257 and 93-034"

.f In the referenced letter, TVA indicated that-the minimum Operations staffing level would consist of one-shift' operations supervisor (SOS)/ senior reactor operator (SRO), four assistant shift operations' supervisors (ASOSs), four unit operators (UOs)/ reactor operators (R0s),

and nine assistant unit operators (AUOs). HThis staffing level was-intended to apply-for two-unit power operation. TVA has' reviewed this-staffing policy with one unit shut down, and intends to reduce the number of on-shift ASOSs to three when'one or both units are in Modes 4, 5,-

or 6.

The remainder of the staffing plan remains unchanged as shown in the enclosure.

Four ASOSs will be staffed when both units are in Modes 1, 2, or 3.'
