Dear Mr. Storz:

This refers to the special safety inspection conducted by Mr. John H. Neisler

,

and others of this office on November 15-19, 1993. The inspection reviewed ,

the implementation of the Station Blackout (SB0) Rule, 10 CFR 50.63, at the

Davis-Besse Nuclear Power Station. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed report.

The team considered the SB0 rule to be adequately implemented. The material

condition of the plant and the SB0 equipment was good. In addition, th'e

quality of the SB0 calculations and the abnormal and emergency operating

procedures for SB0 mitigation and recovery were good. .The team identified

some minor weaknesses in management control and design such as drawing

deficiencies, contractor control and questionable ground detection on the SB0

diesel generator DC system. Drawing deficiencies were also identified-during

a previous NRC inspection (reference NRC Inspection Report No. 50-346/93019).

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.. >

No violations of NRC requirements were identified-during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations,'a copy of
