This is to advise you that the Commission has no objections to the proposed implementation of the Special Review Panel's recommendations, including proposed Manual Chapters 4125 and 4126.

Commissioner Rogers hopes that after a suitable time, this matter can be revisited to learn how effective the recommendations have been.
