BACKGROUND g
b During preoperational testing, failure to adequately _ control design documents and failure to properly implement the as-built drawing program identified and documented in Inspection Report Nos. 50-341/84009 and 50-341/84062.
Licensee follow-up resulted in the issuance of a Significant Construction Deficiency 4'
Report under 10 CFR 50.55(e)-regarding deviations between design documents and the as-built plant.
Interim and final reports were issued on January 18, 1985 s.
and February 16, 1985.
To ensure resolution.of the' issue, Attachment I to j
Fermi 2 operating license contained the following' requirement:
" Prior to startup following the first refueling outage, correct all remaining
,,[
drawing deviations identified during walkdowns associated with the resolution of10CFR'50.55(e),ItemNo.143,"Deviationsof-As-Built.PlantfromDesign Documents." Demonstrate that all design documents.related to the subject 4^
U 50.55(e),-Item No. 143 are reconciled to the as-built configuration of the-g
- p'l a n t. "
IA'DiagnosticEvaluationTeam(DET) inspection,conductedatfermi2during=
. the period of August 22 through September 2,1988' and September 12 through 16, l ',
F 1988, noted that it appeared that numerous design deviations existed when
'l f
Lcomparing the as-built condition of the plant with design documents' or various K
data bases used by the licensee to keep track of design-relsted information.
The' team's review indicated that in a nut 6er of cases critical drawings did
'not reflect the'as-built condition of the' plant because of the existence of.
j unauthorized modifications or inadequate or inaccurate drawings.
