Gentlemen:

i The purpose of ~ this letter is to advise the NRC of a revision to.a commitment made in the Reference.

The Reference ~ submitted a report in response to Generic Letter B3-28,

" Required Actions Based on Generic Implications of Salem ATWS Events," describing the vendor interface program which was implemented at Wolf Creek Generating Station (WCGS).

Specifically, the Reference stated.

" Vendor manuals at WCGS are considered design documents.

Design.

changes to vendor manuals are generated' as part of the Plant Modification Request (PMR) process.

When a vendor manual change i

associated with a design change is received at WCGS, the. document l

is forwarded to the Engineering group where it undergoes-a technical adequacy review.

If it is determined that the vendor manual change should be incorporated. into the manual, the change is accomplished via the PMR process, j

During the preliminary stages of PMR development, the PMR is' forwarded to Operations,. Maintenance, I&C, Training,- and Results l

Engineering.

Each of these groups is responsible for identifying i

individual documents (i.e.,

Surveillance Procedure, Operating Procedure, Maintenance Procedure, etc.)

requiring changes 'and whether or not training is required.

Upon approval for implementation, the PMR is transmitted.back.to the affected groups for implementation of document changes.

The ' organization l

responsible' for implementing the PMR will. also verify the completeness of this process."

The description of the vendor interface program as established in the Reference has been revised to state:

" Vendor manuals at WCGS are controlled documents.

Changes to vendor manuals are generated as part of the Permanent Modification and Configuration Control process.

When a vendor manual change associated with a design change is received at WCGS, the document is forwarded to the Engineering group where it undergoes a technical adequacy. review.

If it is determined that the vendor-manual change should be incorporated into the manual, the change is acconplished per the above process.

During the above process the vendor manual change is forwarded to the appropriate groups for review.

Each group is responsible for updating individual documents (i.e.,

Surveillance Procedure, Operating Procedure, Maintenance Procedure, etc.). requiring.

changes and identifying whether or not training is required."

The design process continues to meet the criteria of 10 CFR 50, Appendix B,

" Design Control," because the cognizant organization will review the l

change prior to issuance to ensure the design basis / function of the' system or component is maintained.

If this review determines that the design / function has been affected, the change will be processed as a design change, revised so as not to affect the design / function, or-canceled.
