This letter refers ' to : the ; physical security . program inspection conducted by Messrs.

A.'.Della Ratta and R. J. Albert of this office on September 13 - 17, 1993, at Peach Bottom

Atomic Power Station (PBAPS),'of activities authorized by NRC License Nos. DPR-44 and

DPR-56 and to the discussions of our findings held 'with Mr. G. Edwards and ~other members

- of your staff by Mr. Della Ratta at the conclusion'of the inspection.

' Arcas examined during the inspection are important to public health and safety and are described

in the:NRC Region I inspection report which is enclosed with this letter. The inspection

..

consisted of selective examinations of security procedures and representative records, interviews

.

with personnel and observations by the inspectors.

We found that your physical security program is effective and directed toward assuring public

health and safety. No safety concerns or violations of regulatory requirements were identified.

. However, the inspectors identified a potential weakness in the Fitness-for-Duty (FFD) program.

This weakness requ' ires attention to maintain the effectiveness of the program and is discussed

further in the enclosed report (Section 2.3).
