As the senior agency official for facilities management, Mrs. Norry established an effective, credible relationship with her counterparts at l
the General Services Administration (GSA), with which the NRC concluded a delegation of authority agreement allowing NRC to manage six of its own buildings.
4 GSA characterized NRC's delegation program at One White Flint North as " noteworthy" in 1989, the most coveted and rarely used of GSA ratings. Mrs. Norry's excellent working relaticuhip with GSA permitted i
expedited GSA approval for additional office space for the agency's recently established Office of the Inspector General.
Mrs. Norry contributed significantly to the consolidation of the NRC i
Headquarters staff at one location in White Flint North.
l Her efforts to mitigate traffic at that location have been so successful that NRC received the Montgomery County Government's Outstanding Leadership Award in traffic mitigation for exceeding by 8 percent the goals NRC negotiated 4
with the county.
Through i'rs. Norry's efforts, the Agency won a Federal Energy Efficiency Award, ont of fifteen awarded by the Department of Energy, for reducing electrical consumption in the One White Flint North Building by 12 percent.

Mrs. Norry also proved particularly adept at handling natural disasters I

'ry also introduced high-tech innovations into the agency's information and publications programs.
To counteract the departure of several libraries from the NRC Local Public Document Room Program, which provides licensing clocuments to the public near the sites of nuclear power i
plants, Mrs. Norry directed the conversion of these documents to a microfiche system that now saves the agency $50,000 a year. Mrs. Norry was also responsible for the introduction of electronic publishing into the NRC. This technology has improved the legibility of agency reports i
and reduced their printing costs because of data compaction by nearly one-third, resulting in a savings of $87,000 annually.
le a related publishing area, Mrs. Norry determined that the NRC could achieve cost savings by having the agency utilize private-sector printers for preparing its technical reports rather than having them printed at the Department of Energy National Laboratories.
This decision savec the NRC approximately $200,000 in printing costs last year.
The hallmark of Mrs. Norry's leadership has been her vision and creativity in instilling in her staff a strong sense of the service mission of the Office of Administration and a dedication to service excellence in performing that mission. She had motivated her staff to improve the quality of its services in procurement, property management, security.
publishing, printing, and Freedom of Infomation activities.
This improvement is particularly noteworthy for having occurred despite a 4
significant reduction in the FTE level within her office over the last three years. Mrs. Horry bolstered the service philosophy program by creating two new awards unique to her office that were specifically designed to increase staff morale.
She has awarded 50 Administrative Service Excellence Awatos and 72 Quick Cash Awards to staff who have excelled in the delivery of quality service.
Finally, she broadened this philosophy by creating a job rotatior, program that afforded employees an opportunity to enhance their job skills.
The rotation experience increased office productivity by broadening employee aerspectives on the relationships between functional areas, such as those t
aetween property management and procurement.
Mrs, llorry serves as an outstanding manager of the administrative programs that must meet the special requirements of a technologically oriented Her foresight, adroit responses to changing circumstances, and agency.

Patricia G. Norry serves as the Director, Office of Administration, of the U.S. Nuclear Regulatory Commission.
In this position, she directs the i
activities of 173 employees responsible for providing centralized agency-wide. services for procurement, buildings and operations, I
transportation, publications, Freedom of Inforestion Act activities, and security.
She also serves as the NRC representative to the Small Agency Council and was recently named Acting Vice Chairman of that body.
