NRC INSPECTION REPORT 50-327/93-201 AND 50-328/93-201 SEQUOYAH

NUCLEAR PLANT, UNITS 1 AND 2, OPERATIONAL READINESS ASSESSMENT

TEAM INSPECTION

This letter transmits the report of the U.S. Nuclear Regulatory Commission

(NRC) Operational Readiness Assessment Team (ORAT) inspection, conducted from

August 23 through September 2, 1993, of activities authorized by NRC operating

Licenses Nos. DPR-77 and DPR-79 for the Sequoyah Nuclear Plant (SNP), Units 1

and 2.

The inspection was conducted by the Special Inspection Branch of the

Office of Nuclear Reactor Regulation (NRR) and consisted of staff from NRR,

Regions I, III, and IV.

The ORAT performed an independent, bread scope assessment of management

controls, programs, and personnel to support safe restart and operation of the

Unit 2 facility. The ORAT evaluated the areas of plant operations,

maintenance, engineering, and quality programs and focused on examples from

both safety-related and balance of plant systems. The team's findings were

discussed with both you and other members of the Tennessee Valley Authority

(TVA) staff at the conclusion of the inspection on September 2, 1993.

None of

the team's findings would adversely affect the restart of Unit 2.

However,

the team's findings did indicate the need to stress procedural adherence, to

strengthen technical evaluation documentation, and to evaluate procedural

adequacy. Additionally, the team noted that management attention after

restart to the programs currently in place will be v essary to ensure

continued safe plant operation. Of particular concern to the team was the

large burden the backlog of maintenance items, drawing changes, and

engineering issues is having on the technical staff.

TVA s'aould focus

management attention on reducing the large backlogs, in a timely manner.

Also, the significant amount of overtime currently being worked by the

operations group should be monitored to ensure that it does not become

'

detrimental to plant safety.
