I am enclosing the Nuclear Regulatory Commission's quarterly status report on licensing schedules.
The e-which covers the secono quarter of calendar year 199t, provided in response to the direction given in House ns 4"97-850.
On April 17, 1990, the HRC staff issued License No. NPF-87 authorizing full-power operation for Comanche Peak Unit 1.
Construction of Comanche Peak Unit 2 is approximately 85 percent complete.
The NRC staff has issued its Safety Evaluation Report on the Watts Bar Nuclear Performance Plan and is continuing to review the various corrective action programs and other licensing issues for Watts Bar.
I The regulatory delays described in this report are not affected by the schedule for resolving off-site emergency i
preparedness issues.

1 ENCLOSURE NRC QUARTERLY STATUS REPORT Oh LICENSING SCHEDULES FOR THE SECOND QUARTER OFTY 1990 Comanche Peak Steam Electric Station The NRC staff issued a full-power operating license for Unit 1 on April 17, 1990.
The plant is nearing the end of startup testing and power ascension, and commer-cial operation is scheduled to begin in August 1990.
l Unit 2 canstruction is approximately 85 percent complete.
Engineering studies l
are in progress, and major construction activities are scheduled to resume in January 1991. Cold hydrostatic testing of the Unit 2 reactor vessel systems is scheduled for the fall of 1992 to support fuel load in early 1993, 1
l Watts Bar Nuclear Power Plant On May 22, 1989, theapplicant(TVA)submitteditsplanforthelicensingof WattsBarUnit1[theWattsBarNuclearPerformancePlan(WBNPP)].
In this plan, the applicant described the actions to identify, document, investigate, and correct problems at the Watts Bar plant.
The NRC staff sent its Safety Evaluation Report (SER) on the WBNPP to TVA by a letter dated December 28, 1989.
Most of the corrective action activities, covered by 18 corrective action programs and 11 special programs, are well under way at Watts Bar.
The staff believes that successful implementation of these programs will resolve most of the problems encountered at this plant. The staff began its review of the Technical Specifications in April 1990, and the review is expected to take about 1 year.
TVA's proposed fuel load date of September 1991 is considered ambitious because of the volume of construction and engineering activities.
