COMPLETION OF REVIEW 0F ROSEMOUNT TRANSMITTER ISSUES The Rosemount Transmitter Review' Group (RTRG) has completed its review and evaluation of the Rosemount transmitter loss-of-fill-oil issue.
Mr. James Sniezek, the NRC Deputy Executive Director for Nuclear Reactor Regulation, Regional Operations and Research, established the. RTRG by his.
memorandum of May 21, 1993, in. order:to obtain.an assessment of Rosemount.
transmitter oil-loss concerns, including an evaluation of the adequacy'of the.
actions specified in NRC.Bulletin 90-01, Supplement 1, " Loss of Fill-Oil in Transmitters Manufactured by Rosemount." The RTRG effort included the full-time participation of, four members of the technical staff (including me), and part-time assistance from a member of the AE0D staff. experienced in-statistics, reliability, and probabilistic risk assessment. Al so,' several members of the NRC Office of Investigations (01) and a member of the NRC Office.of the' Inspector General-(IG) gave the RTRG information on this topic.
During our review, we met with representatives from Rosemount, EPRI, and NUMARC to gain an understanding of each organization's perspective, involvement, and actions regarding this issue. The RTRG also. met with representatives of Grand Gulf Nuclear Station and Arkansas Nuclear to obtain.

an understanding of their enhanced monitoring programs and operating-experience with Rosemount transmitters. These facilities were selected based on (1) the relatively high number of Rosemount transmitters installed and (2)'
the diversity in NSSS manufacturers represented. We also spoke by-telephone '
with licensee personnel from about a dozen' utilities, gaining additional insights.
Further,.we had extensive dialogues with members of the NRC staff who had been or were involved with the loss-of-fill-oil issue.
The enclosure responds to the May 21, 1993, memorandum and includes the findings, conclusions, and recommendations regarding the specific items -
assigned to the RTRG for review and evaluation.
