REPORT OF NPRDS STATUS AND NRC STAFF ACTIONS AND PLANS FOR OBTAINING RISK AND RELIABILITY DATA PURPOSF:
To inform the Commission of the status of implementation of the Nuclear Plant Reliability Data System (NPRDS) and of staff actions and plans for obtaining risk and reliability data to meet changing NRC needs.
BACKGROUND:
I After INPO assumed management of the Nuclear Plant Reliability Data System (NPRDS) in 1982, the NRC staff evaluations of NPRDS reported that INPO had made a significant commitment in resources and management to NPRDS.
Between 1982 and 1987, the improvement in the level and timeliness of failure reporting was impressive.
INPO continues to make incremental improvements to the system itself but it f alls short of providing risk and reliability data for NRC's changing needs. NPRDS does provide useful information to supplement other sources of information for making assessments of component failures and problems. However, NPRDS was not designed to provide the reliability and failure rate data that are necessary for NRC to perform rigorous reliability analyses and risk assessments or to support performance-based regulatory initiatives.

Specifications change requests, for assessing the risk significance of events and issues, as well as for aging / plant life extension studies. As the NRC and the industry move toward greater use of PRAs and performance / risk-based regulations, the need for risk and reliability data will increase. For the staff to provide regulatory oversight and independent evaluation, it must have access to a data source that will provide appropriate equipment performance information.
NRC Initiatives to Obtain Risk and Reliability Data from INP0 NRC staff presented these needs to INPO in joint INP0/NRC meetings, as members of INP0's Industry Group to Review Long-Term Equipment Performance Data Needs and the NPRDS Users Grcup, and in correspondence with INP0.
However, INP0 has has not yet adopted the Industry Group's March 1992 recommendations for adding PRA and reliability data to NPRDS.
In September 1993, I wrote to Dr. Zack Pate, President of INPO, identifying the specific data needs and requesting INPO's support in compiling the needed plant-specific reliability data. The NRC will continue to work with INP0 to establish the most cost-effective manner to compile the needed data. The staff will also propose eliminating the Licensee Event Reporting of certain safety system failures and engineered safety features actuations that would be compiled by a reliability data system. We will further examine reporting requirements to eliminate unnecessary or duplicative reporting as a data system evolves.
Reports to the Commission The staff proposes to discontinue NPRDS annual status reports in light of its relatively unchanging status. However, we will inform the Commission of significant developments and actions in NPRDS and of progress in obtaining equipment performance reliability data for risk-based and performance-based regulation.
