1SSUANCE OF CERTIFICATES OF COMPLIANCE FOR DRY SPENT FUEL STORAGE CASKS I
Purpose:
To inform the Commissioners of the issuance of four certificates of compliance for dry spent fuel storage casks that have been preapproved as a part of the Commission's recent rulemaking amending Part 72 of Title 10 cf the Code of Federal Regulations (CFR) to provide for a general license for reactor operating licensees to use these dry spent fuel storage casks at their sites.

On Ju h 18, 1990, the Office of the Federal Register published I
the Commission's final rule providing for a general license under 10 CFR Part 72 to reactot operators to store spent fuel in the U.S. Nuclear Regulatory Commission (NRC) preapproved dry spent fuel storage casks at their reactor sites (55 FR 29181).
No site-specific license under Part 72 is required for storage in preapproved casks.
Licensees will perform all onsite activities related to dry cask storage in compliance with the conditions of cask certificates of compliance and the procedures of 10 CFR Section 50.59.
Section 72.214 of the rule approves four types of casks:
the General Nuclear Systems, Inc., CASTOR V; the Westinghouse Electric Corporation, MC-10; the Nuclear Assurance Corporation (NAC), NAC S/T; and the Nuclear Assurance Corporation, NAC-C28 S/T.
These casks had been previously reviewed by the staff and approved in Topical Reports, and were subject to public comment during the general license rulemaking.
The issuance of the certificates of compliance is an administrative action that is necessary to implement Section 72.214.
Accordingly, upon the effective date of the Commission's rule, 30 days from its publication in the Federal Register (i.e., August 17,1990), the staff will NOTE:
