REQUEST FOR TECHNICAL SPECIFICATION BASES CHANGE - JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M86291 and M862920)

By letter dated April 13, 1993, you requested a change to the Technical Specification (TS) Bases for the Joseph M. Farley Nuclear Plant, Units I and 2 (Farley). This change was requested to correct an inconsistency between the TS Bases 3/4.6.1.4 " Internal Pressure" and the accident analysis as documented in the Final Safety Analysis Report (FSAR) Section 6.2.

As identified in your submittal, the TS Bases currently state the maximum peak pressure following a loss-of-coolant accident (LOCA) event is 45 psig and the FSAR documents the peak post-LOCA accident pressure is 48 psig assuming zero initial containment pressure. The staff reviewed the methods you used to calculate the containment pressure response following a double-ended pipe rupture in Section 6.2.1 of its Safety Evaluation Report (SER) dated May 2, 1975. The staff's SER stated that the peak containment pressure you calculated was 48 psig, which is consistent with the value documented in your FSAR.

In addition, as stated in the SER, the staff performed independent -

containment pressure response calculations that validate the 48 psig pressure you calculated.

On'the bases of the above, the staff agrees that the 45 psig value of peak containment pressure in the TS B 3/4.6.1.4 is in error and your proposed change, which reads as follows, is acceptable.
