4 We have completed our review of the information provided by.

your office concerning the transportation of four irradiated steam generators from Yankee Power plant to the Hoosac Tunnel in Massachusetts.

We requested that our Massachusetts Division Office review the plans for temporary bridging of the existing structure and the highway route to be taken for structural stability.

Additionally, we asked our Massachusetts Division Office to bring this planned movement to the attention of the State and to solicit any comments that they felt appropriate to provide the safe movement of these generators.

They have responded and their comments are-enclosed.

While most of the comments require only a clarification of the analytical procedures used, several comments suggest activities that could contribute to the safe movement of these unique loads.

We recommend a meeting at our 4

Massachusetts Division Office in Boston with the Federal l

Highway Administration (FHWA) and State representative and the appropriate individuals responsible for the development of the movement plan to resolve any remaining concerns.

The FHWA appreciates the opportunity to participate and assist in this project.

The broader involvement should help minimize the risk of roadwcy incidents during these movements of hazardous materials.

Clarke Bennett HHS 32 To Director Office of Highway Safety We have reviewed the material sent to us regarding the evaluation of the adequacy of the road and private bridge which will be traversed by the hydraulic transporter during the transport of the steam generators from the Yankee Nuclear Power Station to the rail line.

Our review centered around the methodology used in the evaluation by the Yankee Atomic Electric Company.

We offer the following comments for consideration:

1.

In calculating the weight of the steam generator package components concrete weighing 30 lbs/cu. ft. was used.

Is this a light weight concrete?

2.

Calculations prepared in accordance with YAEC Engineering Manual-Instruction WE-103.

Are the instructions compatible with AASHTO?

3.

Hydraulic trailer will assume equalized wheel loadings during the trip. This is a critical criteria.

4.

Existing condition of structures along route is good.

5.

It seems that calculations are based on a 30% impact on the H truck but zero impact on the transporter. It is understandable why zero will be used with the transporter but not the 30%

with the H truck.

6.

On page 35 a statement is made that " trucks equivalent to the HS20 have traversed the culverts, and there is no notable distress in the roadway onCMPS." A MS 20 is not a real truck but a design truck. The States' Legal load is less than the HS20 load. We recommend that the actual maximum truck load be verified if it is to be used to judge the safety of the transporter loading.

The line of action of the wheel loads is at the edge of the backwall. To prevent any dramage the blocking should be such as to distribute the imposed load adequately.

occurs under one of the loads when that load is as far from one support as the center of gmvity of all tne moving loads on the beam is from the other support.

AISC allowable stresses are not applicable.

76t your request the Massachecetts Highway Department has completed its initial review for tha transportation of four. retired generators, containing radioactive material, by Yankee Atomic from their plsnt in Rowe to the rail line at the Hoosac Tunnel.

We offer the following for your consideration.

1.

We feel strongly that a " dry test run" be conducted using an equivalent non-hazardous mass.

The potential for disaster speaks for itself.

2.

The structural calculations have assumed that a comparison between the AASHTO H2O truck and the transport vehicle is satisfactory. However this method is only acceptable when the AASHTO truck has been documented as the actual design vehicle for the structure under consideration.

For this move, the actual loads which routinely travel the route must be considered.

The transport vehicle can be checked against these loads, but in no case shall it be greater than the State-legal limits.

We have attached a copy of 720 CMR'and wish to draw your attention to Article 7.04 (2) which define the legal axle loads.

For your information due to the limits of our jurisdicticn we q

do not normally review and approve moves over a private bridge, however we do have comments for your consideration on the power plant's bridge.

We are not comfortable with method of load distribution on the temporary bridge.

A more formal and detailed analysis.of actually how the loads are distributed is required.

Additionally much more information is required on the actual details used to construct the bridge.

We are concerned with the welding details and their quality.

An evaluation of the stability of the slope in the vicinity of Station 96+00 of River Road in Monroe should be made.

The slope at this location is very steep (in excess of 1:1 in some.

locations) and is partially supported by a cribwall type of structure consisting of rotted timbers.

All computations (including computer input files and printouts) for the slope stability analyses should be submitted such that these calculations can be reviewed.

For your information the Department is planning a major reconstruction of River Road which is scheduled to advertise for bids in the fall of 1994.

The legal weights of vehicles authonzed to operate on the ways of the Commonwealth without a special penmt are defined by Statute under the Massachusetts General Laws. Chapter 90. Section 19A and Chapter 85 Sections 30 and 30A.

Where these statutory weights are exceeded the Commissioner of Public Works may issue pennits for trasel on State Highways and ways determmed by the Department to be through routes.

Provisions will be made to issue such permits for the purpose of permitting the necessary transportation of reducible loads which exceed the statutority allowable weights, it is the Department's intention to provide pennits to those vehicles and loads to which sound engineenng warrants issuance after careful study and review.

7.02: General Provisions (1) Authority. These Rules and Regulations are promulgated under the authonty granted to the Commissioner of the Department of Public Works by M.G.L. c. 85, s. 30 and 30A and M.G.L. c. 90, s.19A of Chapter 90.

(2) Applicability. These Rules and Regulations shall apply to all owmers, operato:s, bailees and lessees of motor vehicles, tractors, trailers, semi-trailers and. semi-trailer umts who operate or seek to operate said vehicle (s) while carrying reducible loads upon any str.te highway or way determmed by the Department of Public Works to be a through route.

7.03: Definitions Department. The Massachusetts Depertment of Public Works.

Gmss Vehicle Weight Rating. The gross vehicle weight rating established by a manuf acturer, or where the manufacturer is unwilling or unable to so establish the ratirig, by the Registrar of Motor Vehicles.' when applied to a motor vehicle.

State Highway. For the purposes of these Rules and Regulations a State Highway is a way owned or controlled by the Massachusetts Department of i

1 04: When a perrmt is Required i

A permit is required to carry any load which together.with the vehicle is in escess of the weight allowed by M.G.L. c. 90, s.19A and M.G.L. c. 85, ss. 30 and 30A. In general a permit is required in the following instances:

(1) A permit is required to trasel on state highways or ways determmed by the 1

Department to be a through route for any motor vehicle having two axles which vehicle together with its load weighs more than 46.000 pounds, or for any motor vehicle, trailer, semi-trailer, or semi-trailer unit havmg three or more axles which together with sie Md Wg% more than 80.000 pounds.

(2) In addition, notwithstanding any thing provided in 720 CMR 7.04(1) and 7.04(2), a permit is required for any motor vehicle, trailer, semi-trailer or semi-trailer unit which has a weight on any axle, measured on the ground. of more than 22,400 pounds, or if the axles are spaced less than six feet apart, more t'

(3) In addition. notwithstandmg any thmg provided m 720 CMR ?.04(1) and 7.0412). a penmt is required for any motor schicle, trailer, sems-trailer and semi-trailer unit where the overall gross weight on a group of two or more consecutne asles esceeds the gross weight (W) produced by computmg the formula:

(4) Notwithstanding 720 CMR 7.04(1). 7.94(21 and 7.04(3), the following vehicles may trasel on a way while engagmg m hauling construction matenals. liquid petroleum products or bulk feed without a perTnit. provided that the gross vehicle weight at which they operate does not exceed the gross vehicle weight ratmg established by the origmal manufacturer of the chassis and does not exceed the weight for which the sehicle - is duly registered m the Commonwealth of Massachusetts:

(a) a construction type motor vehicle with two axles which with its load does -

not exceed 46.000 pounds:

(b) a motor vehicle carrying bulk feed which with its load does not esceed 60.000 pounds:

(c) a construction type semi-trailer or motor vehicle having three axles carrying construction materials which with its load does not exceed 60.000 pounds: and (d) a semi-trailer unit or motor vehicle having three axles carrying liquid petroleum products which with its load does not exceed 60.000 pounds.

7 05: Application for a Penmt Reducible oserweight load permit applications shall be submitted in person or by mail on the forms provided by the Department. Forms submitted m person shall be accepted between the hours of 8:45 AM and 5:00 PM Monday through Fnday. Forms can be obtained from and must be submitted to the Department Maintenance Engineer.100 Nashua Street. Room 514. Boston. Massachusetts.

The time penod for processmg an application for a permit shall not begin to run until a proper application properly completed is recened by the Mamtenance Engineer.

7.06. Approval or Disapprosal of permit Applications (1) Reducible Load. Reducible load permits may be granted to allow the operation of a motor sehicle together with its load for gross weights up to 73.000 pounds for vehicles having three axles. 87.000 pounds for vehicles having four axles. and 99.000 pounds for vehicles having five or more axles.

Triaxle vehicles will be considered as a special type of vehicle and will be given permits for 73.000 pounds if they meet the minimum distance from front axle centerline to rear axle centerline as provided in Attachment C (Standard Permit Parameters 720 CMR 7.16). The Department will grant permits to these i

vehicles for an additional one-thoustnd pounds. up to a maximum of 77.000 pounds for a tnaxle vehicle measunng 19'6" or greater in accordance with the i

following schedule:

7 4.000 pounds: 17 ' S' to 18' 5'. 75.000 pounds: 18'6' to 19'5* 76.000 pounds: 19'6* and up. 77.000 pounds. When the vehicle is carrying a permit load the movable axle must be fully engaged.

they will be able to safely support vehicles of these weights on the aforesaid number of asles. These specifically designated ways are enumerated m Attached

permits will be issued on an annual basis unless otherwise indicated on the permit, but the Department specifically reserses the nght to revoke any penmt or class of penmts. notwithstanding any expuation date contamed on the permit to the contrary, when in its judgement and discretion public safety or sound engmeenng judgement warrant.

The pennit fee for such pennit shall be computed on the difference between the statutory weight allowable for that sehicle without a permit and the weight authonzed by the permit.

(2) Delegation of Authonty. Subject to the provisions contamed in 720 CMR 7.08.

the approval or disapprosal of permits shall be delegated to the Mamtenance Engineer of the Department of Public Works. He shall use these rules and regulations as guidelines in makmg determinations on permit 1

applications. In additmn. he shall make the final determination of whether a load is a reducible or irreducible load.

(3) Fonns and Certifications. Applications for reducible load pennits will only

withm the parameters and tolerances provided in Attachment C, additmnal case-by-case engineenng study and review will be required. In such cases the applicant will be required to submit additional infonnation on the form shown in Attachment D. the Supplemental Infonnation Form. (720 CMR 7.17) or such additional mformation as the Department may request. In addition. more time may be required to analyre and evaluate the effect of these vehicles and loads on bndges, structures and pasements.

7.07-Conditions and Limitations The following conditions and limitations are of general applicability and shall apply to all permits issued by the Department for oserweight vehicles carrying reducible loads. The Department may apply additional conditions and limitations as in its exercise of discretion it finds necessary.

(1) No mosement shall be made under permit when there are large areas of hard-packed snow or ice on the surface of the road or during a snowstorm. Skid chams shall be used on the vehicle from November 1, to May 1, in case of an emergency and mstalled wherever necessary provided however that this section shall not be construed to prohibit vehicles delivering or spreading sand or deicing salt, or vehicles scraping snow and ice from road surfaces.

(2) Reasonable precaution shall be taken to prevent damage to the roadway surface, and where such damage does not occur as a result of failure to take such reasonable precautions or while the vehicle is in violation of a statute, the

any damages or iniury to persons or property or to any bridge due to or resultmg frorn the operation of the vehicle.

(3) Permits are issued for registered vehicles only and vehicles shall be i

registered for the total gross weight of load and sehicle, except for certam of f-highway earth moung type vehicles which m special cases may be granted a i

permit to mos e within 300 yards of the constniction site without being registered. IM.G.L. c. 90. s. 91 (4) Vehicles exceeding the Statutory Limit may be restricted from State Rghwa>s where, in the opmion of the Commissioner of Public Works. the safety of the trasehng public is compromised.

(5) According to rules and regulations adopted by the Department of Public Works under the prosistons of M.G.L. c. 85. s. 2. no vehicle transporting any dnagerous article shall be operated withm the tunnel of the John F. Fitzgerald Espressway located beneath Dewey Square in the City of Boston.

(6) Permits are issued with the understandmg that the vehicle is properly registered and that all legal requirements including operational and safety equipment imposed by the Massachuset ts Registry of Motor Vehicles.

Department of Public Utilities and the Interstate Commerce Commission and any other authorized Public Agency are complied with.

(7) So-called double or tandem trailers will not be permitted on any state highway or through route. Only one trailer or semi-trailer will be attached to a tractor.

(8) No sehicle shall operate at any time with a gross weight in excess of the gross weight for which such vehicle is registered. (Except as provided in 720 CMR 7.07(3), off highway earth mosing equipment.)

(9) All operators of vehicles subject to these Rules and Regulations shall ohey all bridge posting signs. No vehicle is to be operated on or over a bridge when that vehicle is carrying a gross weight including vehicle and load in excess of the weight for which that bridge has been posted.

(10) The list of designated ways contained in Attachment A over which the permit authorizes trasel.shall be carried with the permit in the vehicle at all times, and shall be presented to appropriate law enforcement officials along with the permit when said officer requests to see the vehicle's permit. Violation of this section may result in suspension of the vehicle's permit for such period of time as the Commissioner or his designee may determine.

(11) Notwithstanding any of the foregoing, all State and Federal laws and Rules shall be obeyed.

7.08: Administrative Hearina Any person aggrieved by the denial of a permit or any other application or interpretation of these rules affecting his permit application may file a written appeal with the Commissioner of Public Works within five working days of receipt of said permit denial or other application or interpretation of these rules. The Commissioner of Public Works shall designate a hearing officer to hear the appeal and render to the Commissioner a report and recommendation as to the disposition of the appeal. The final determination and decision on the appeal shall be made by the Commissioner.

7 09: Revocation of a Permit (1) Summary Revocation. If the Registrar of Motor Vehicles ' revokes the permit sticker and reducible load permit certific, ate issued to the owner or lessee for a second or subsequent conviction.within twelve months of a violation of M.G.L. c. 90, SS.17,19. or 19A. the Department of Public Works, upon receiving

720 CMR: DEPARTMENT OF PUBLIC WORXS 7.09: continued permit issued for such vehicle to such owner or lessee, and no new permit for such sehicle shall be issued for a period to be determined by the Department but which will be not less than 90 days. A permit shall also be immediately resoked after a conuction for making knowmg and willful false statements or vehicle alterations as prouded by M.G.L c 90. s.19D. or for any other reason provided by law.

(21 Revocation with a Hearing. The Department may suspend or resoke, for cause. any pennst which it has issued af ter a prior hearing. In the event of such a revocation the Department shall forthwith notify the Registrar of Motor Vehicles so that the Registrar can revoke the permit sticker and certificate issued to that sehicle. The owner or lessee of the i.ehicle shall immediately remove the permit sticker from his sehicle.

by the Commissioner of Public Works if af ter consideration of the facts involved I

7.11: Amendmen t These Rules and Regulations may be amended from time to time in accordance with the applicable provisions of M. G. L. c. 30A.

7.12: Effective Date These Rules and Regulations shall take effect when filed with the Secretary of State and shall remain in effect until repealed amended or replaced by other Rules and Regulations.

7.13: Severability if any provision of these regulations or the application thereof is held to be invalid, such invalidity shall not affect other provisions or the application of any -

part of these regulations not specifically held invalid. and to this end the provisions of these regulations and the various applications thereof are declared to be severable.

7.14: Attachment A: List of Massachusetts State Highways Vehicles operating under reducible load permits may use the following state highway routes, except that they may not travel over bridges posted for loads -

less than the gross load then being carried. They may also travel over routes designated as through mutes by the Department of Public Works.
