~

December 10, 1993 CHAIRMAN Mr. Pierre Tanguy Inspector General for Nuclear Safety Electricit6 de' France 32, rue de Monceau 75384 Paris Codex 08

Dear Mr. Tanguy:

Thank you for your letter of November 8, 1993, concerning the Daya Bay nuclear facility in China.

I appreciate your sharing your personal observations from your most recent visit to the Daya Bay site.

I found your comments very helpful in understanding the current plant management's. philosophy and have circulated your letter to my Commission colleagues and NRC senior staff for their information.

I am particularly encouraged by the apparently strong commitment to safety during the early operation of the plant and by your positive assessment of the long range prospects for safe operations.

This is, indeed, welcome news and-confirms the valte of our efforts to enhance international nuclear safety wori.lwide.

As always, it was a pleasure to have seen you again'in September.

I am planning to be in Paris on January 6 and 7 and hope we can arrango to meet.

You will be contacted by the U.S.

Embassy as they arrange my schedule.

My colleagues and I hope you visit the NRC again when you are next in Washington.

In the meantime, we extend to you our best wishes for the holidays and the coming New Year.

Sincerely, Akb Ivan Selin 170077 9312220305 931220 PDR COMMS NRCC
