Dear Carol:

It was a pleasur?. to meet with you on November 8 and to discuss how our two agencies may be able to resolve the problem of dual regulation of air emissions of radioactive materials.

I was reassured to hear that we both find it desirable as well as feasible to avoid wasteful duplicative regulatory programs.

I hope that our conversation will stimulate a step forward in the discussions between our staffs.

The Commission staff awaits with great interest the reaction of EPA's staff to the matters raised in our convercation.

As I mentioned in our meeting, the draft Memoranda of Understanding which I left with you are not finished documents, but instead are simply working documents reducing the ideas we have discussed to paper for further discussion between our staffs.

Of course the final form and content of any agreement between our agencies will be subject to your approval as well as the Commission's.

I look forward to working with you on this and other matters of mutual interest to the NRC and the EPA.
