OF MEETING WITH WESTINGHOUSE REGARDING FUEL R00 GAP FLOODING AND SHIPMENT OF ANNULAR PELLETS Attendees NPf Westinqhouse Marissa Bailey Charles Sanders Ross Chappell Bernie White Introduction The NRC staff met with a Westinghouse Electric Corporation representative on August 26, 1993, in Rockville, Maryland. Westinghouse requested the meeting to discuss the potential reactivity effects of gap flooding and the' shipment of fuel assemblies containing annular fuel pellets.
Discussion At the meeting, Westinghouse and the NRC staff discussed the potential reactivity effects of flooding the gap regions of cladded fuel rods.
Westinghouse speculated that gap flooding could potentially increase the reactivity in a transportation package because the fuel is typically under-moderated.
However, Westinghouse did not know what the magnitude of the reactivity increase might be, if any.
In the past, Westinghouse and other applicants have not considered gap flooding in their criticality analyses of packages containing fuel assemblies or loose rods. Westinghouse intends to perform an analysis to determine the reactivity effects of gap flooding.
They will report their findings to the NRC staff.
At the meeting, Westinghouse and the NRC staff also discussed the shipment of fuel assemblies containing annular fuel pellets. The NRC has not issued any Certificates of Compliance for UO fuel packages that contain annular pellets, 3
either as cladded rods or as loose pellets. The NRC advised Westinghouse that only the contents specified in the Certificate of Compliance are authorized for shipment.
