Dear Dr. Murley:
Subjee::
DECOMMISSIONING PLAN FOR YANKEE NUCLEAR POWER STATION By lctter dated February 27,1992 (Reference (b)), Yankee Atomic Electric Company (YAEC) informed the U.S. Nuclear Regulatory Commission (NRC) of the company's dcenoa to permanently shutdown and defuel the Yankee Nuclear Power Station (YNPS). Consistent with that decision, YAEC hereby submits the Decommissioning Plan for YNPS in anticipation of decommissioning the facility and surrendering the L
license. This Plan is being submitted in accordance with 10 CFR 50.82 (a), which requires that a decommissioning plan be submitted to the NRC within two years of permanent cessation of operations. In conjunction with the Decommissioning Plan, YAEC has also submitted, under separate cover, an Environmental Report for the g
decommissioning of YNPS in accordance with 10 CFR 51.53 (Reference (c)).
210101 YAEC's intent is to decommission YNPS by returning the site to a condition which
' permits release of the site for unrestricted use and termination of the 10 CFR Part 50 m

license. In recognition of YAEC's ultimate goal of decommissioning, the Plan prc 7nts

information on plant aismantlement activities in addition to storage period activities.
%3 In 10 CFR 50.82(d), the NRC affords those licensees whose facilities will be So decommissioned using a 4 1mbined storage and dismantlement approach, the opportunity j gg to delay submittal of information regarding dismantlement activities. Yankee declines to

take advantage of the opportunity offered by 10 CFR 50.82(d). Yankee has provided e4 both sufficient detail regarding the storage condition in which the facility will be placed g
and sufficient detail regarding decontamination and dismantlement activities. This g 6 hkkCO p;3T.

U. S. Nuclear Regulatory Commission Page 2 approach hs been taken because final decontamination and dismantlement activities depend upon the availability of a low level radioactive waste disposal facility for waste
- generated during those activities. For planning purposes, the disposal facility is assumed l
to be available by 2000. However, Yankee will take advantage of a disposal facility to
- complete decommissioning if a facility becomes, available earlier.
This submittal presents fifteen (15) copies of the Decommissioning Plan for NRC's use.
Please contact us if additional copies are required for NRC's use. If changes are made to the Decommissioning Plan as part of NRC's review or YAEC's activities, an instruction sheet and one-for-one replacement pages will be submitted to the NRC for incorporation.
We request that the review and approval of the YNPS Decommissioning Plan be
. completed by the NRC within nine months of the date of this submittal. We are prepared to support the Staff's review by providing clarification and/or providing additional information when needed. Should you have any questions regarding this submittal, please forward the questions to Ms. Jane Grant for resolution.
