Monthly Report on Status of the Replacement of the Wellesley Reception Center
Dear Mr. De Agazio:
In your letter of July 7,1993 [ Reference (b)] you requested that the North Atlantic Energy Service Corporation (North Atlantic) provide you with an initial repon and monthly updates on the status of efforts to replace the Massachusetts Highway Department's Wellesley facility as a reception center in the event of a radiological emergency at Seabrook Station. North Atlantic provided its initial report on August 13,1993 [ Reference (c)]. This letter is the third monthly update of the status of the replacement efforts.
Plan and procedure revisions have been identified and wordprocessing is in progress. Revised.
plans and procedures will be available for training by December 3,1993. Equipment and supplies have l
been ordered. Materials will be on hand by November 30,1993, and in place at the facility by December 3,1993.
The Massachusetts Emergency Management Agency (MEMA) has authorized the printing of 1994 j
public information material reflecting the new reception center location and directions. Printing will be completed in November,1993, with distribution to follow in December,1993.
A meeting was held on November 10,1993 with MEMA staff, North Atlantic representatives, and ~
local public safety officials from the communitics of L3 oxford, Topsfield, and Middleton, MA to further discuss staffing of the replacement facility. Two of the communities indicated their willingness to provide -
staff and have committed to have personnel identified and training started by January,1994. The j
remaining community is further evaluating its position on providing staffing, with a final decision expected by November 30,1993. Until local staff is trained and is ready to assume this role, the Beverly Civil l

Mr. Albert W. De Aga7io Page two Defense Agency has agreed to staff the facility. The Beverly Civil Defense Agency Director indicated this group's willingness to staff the reception center in a letter to the MEMA Director dated November 12,1993. This is the same group that is currently staffing the Wellesley reception center until replacement facilities are operational. Training for Beverly personnel will take place in December,1993 with training dates to be established by November 24,1993.
North Atlantic continues to view the completion of activities by December 31,1993 as achievable.
