Docket No. 50-263 License No. DPR-22 Request for Exemption from 10 CFR Part 55, Section 55.47 - Waiver of Examination and Test Recuirements The purpose of this letter is to request an exemption from the requirements of 10 CFR Part 55, Section 55.47(a)(1) concerning the two year limitation for l
waiver of the written examination and operating test requirements. We are I
requesting the exemption to facilitate the re-licensing of an individual who previously held a Senior Reactor Operator License at Monticello. Tho individual's license was withdrawn in January of 1991 at NSP's request due to his transfer to a non-licensed position at the plant.
In October of 1993, the individual transferred to a new position (Technical Instructor for Licensed Operators) that once again makes it highly desirable for him to be licensed.
j However, because more than two years elapsed from the time his original license was withdrawn, the individual is not eligible to apply for a waiver of the requirement for a written examination and operating test under 10 CFR Part j
55, Section 55.47.
There is no Operator Licensing examination scheduled at Monticello until September af 1995. Requiring this individual to once again take the written examination and operating test would preclude him from being licensed prior to that time.
Based on the individual's performance and continued work experience at Monticello, we believe his familiarity with plant operations and equipment has been maintained and that the requirement for a written examination and operating test should be waived. We are therefore requesting an exemption from the two year time restriction of 10 CFR 55.47(a)(1), and are at the same time requesting that a waiver of the requirement for a written examination and operating test be granted for this individual.

individual is provided as Enclosure 1 to this letter.
The information included in Enclosure 1 is exempt from public disclosure pursuant to 10 CFR Part 9, Section 9.17.(a).
The information is also protected by the Privacy Act, 5 U.S.C. 552a and relevant regulations, from disclosure to others.
Included in the enclosure is personnel information concerning the individual's work experience at Monticello since the time the original license was onnn..

If the requested waiver and exemption are granted, this action plan will be completed prior to submitting an application for a Senior Reactor Operator License for this individual.
A response to this letter is requested by February 11, 1994 in order to allow this individual to participate in Operator Requalification Training scheduled for mid-February, 1994.
This letter contains the following new NRC commitment:
If the requested waiver and exemption are granted, this action plan will be completed prior to his application for a Senior Reactor Operator License.
Environmental Assessmenti Northern States Power has evaluated the proposed exemption and determined that it meets the eligibility criterion for categorical exclusion set forth in 10 CFR Part 51 Section 51.22(c)(8. Therefore, pursuant to 10 CFR Part 51 3
Section 51.22(b), an environmental assessment of the proposed exemption is not required.
