1.0 INTRODUCTION
By letter dated June 28, 1990, Brigham Young University (BYU) requested an i amendment to the Technical Specifications of Facility License No. R-109 for ;
the BYd L-77 Research Reactor. The requested amendment would replace the title of Executive Vice President with the title of Associate Administrative 1 Vice President-in the facility organization of the Technical Specifications.
2.0 EVALUATION The BYU L-77 Research Reactor has a possession only license. Fuel has been i removed from the reactor and returned to its owner, the Department of Energy. The licensee has submitted a facility decominissioning plan to the NRC which is under review by the staff.
Due to organizational changes in the University Administration by its new president, the title of Executive Vice President (EVP) has been replaced by the title Associate Administrat'/e Vice President-(AAVP). The AAVP has the-y same responsibilities in the Tcanical Specifications as held by the EVP.
Thise is a. change in title only, the person occupying the position has not changed. Like the EVP, the AAVP reports directly to the President of the University and has direct responsibility.for the reactor. The AAVP appoints
. members of the Radiation Safety Committee and the Radiation Safety Officer .
with the advice of the Chairman of the Radiation Safety Committee. The Radiation Safety Committee reports directly to the AAVP.
Because this is a change in title only and does not affect the personnel responsible for.the safe possession of the defueled reactor, the staff concludes that this change is acceptable. The change is administrative in nature and will not create or affect any accident or change any margin of sa fe ty.

3.0 ENVIRONMENTAL CONSIDERATION
This aniendment involves changes in the category of recordkeeping, reporting, and administrative-procedures and requirements. Accordingly, this amendment neets the eli ibility criteria for categorical exclusion set forth in
-10CFR51.22(g)(10).
c Pursuantto10CFR51.22(b),no.environmentimpact statement or environmental assessment need be prepared in connection with the -
istuance of this amendment.
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, or. create the possibility of a new or different kind of accident from any' accident previously evaluated, and does not involve a significent reduction in a margin of safety, theamendmentdoesnotinvolveasignificanthazardsconsideration,(2)there !
is reasonable assurance that' the health and safety of the public will not be ;
endangered by the proposed activities, and (3) such activities will be conducted j in compliance with the Comission's regulations and the issuance of this ahendment will not be inimical to the common defense and security or the 1 health and safety of the public.
