EXEMPTION OF TROJAN NUCLEAR PLANT FROM OFFSITE EMERGENCY PLANNING REQUIREMENTS This is to notify you that on September 30, 1993, the NRC granted an exemption to Portland General Electric Company (PGE or the licensee) from certain sections of 10 CFR 50 concerning emergency response planning, thereby allowing PGE to discontinue offsite planning activities and to reduce the scope of its onsite response at the Trojan Nuclear Plant (TNP).
The NRC has also approved TNP's Permanently Defueled Emergency Plan which reflects the shutdown and defueled condition of the plant.
The facility, which is located at the licensee's site in Columbia County, Oregon, is a permanently shut down pressurized water reactor.
On January 27, 1993, the licensee submitted a letter notifying the NRC that PGE decided to permanently cease power operations at TNP. On February 2,1993, the licensee also submitted a letter to the NRC informit,g the staff that as of January 27, 1993, all reactor fuel had been moved to the spent fuel pool.
In a letter of February 17, 1993, the licensee committed to not move new or spent fuel into the reactor building without prior NRC approval. On March 24, 1993, the NRC issued an order confirming the licensee commitment not to move new or spent fuel into the reactor building without prior NRC approval. On May 5, 1993, the Commission issued Amendment No. 190 for Facility Operating License No.
NPF-1, modifying it to a possession-only license for TNP.
In light of the exemptions granted to:PGE, the NRC no longer requires FEMA to monitor, review, or report on offsite radiological emergency planning and preparedness activities at TNP.
Emergency planning and preparedness can be limited to onsite activities, simple notifications to offsite authorities, and training for offsite personnel who may need to respond onsite (e.g., fire and ambulance personnel).
