Dear Mr. Tuetken:

This letter refers to the in:pection conducted by Mr. H. A. Walker arid others

of this office from October 4 through 29, 1993.

The inspection included a

review of authorized activities for your Zicn Nuclear Power Station.

At the

conclusion of the. inspection, the findings were discussed with those members

of your staff identified in the enclosed recort.

Areas examined during the inspection are idcntified in the report. Within

these areas. the inspection consisted of selective examinations of procedures

and representative records, interviews with .ersonnel and observation of

act'vities in progress.

The purpose of the 'upection was to verif that

engineering activities at the Zion Station were conducted safely ard in

accordance with NRC requirements.

The inspection team concluded that engineering and technical suppor was

acceptable with improvements noted over our .ast engineering and technical

suport inspection.

The inspection team no:50 that substantial rescurces were

sct.eduled to bc expended to improve and upgra:e the emergency diesel

generators and the service water systems.

h; wever, the team also noted that

while not pervasive, some of your staff wert reluctant to respond to issues

brcJght to their attention unless we could snow the existence of a regulatory

recuirement.

Finally, several unevaluated conditions witt. Rossible adverse impacts on plant

safety were noted.

These unevaluated conditions should have been icentified

anc resolved early in the design change process.

Instead, considerable

nrompting on the part of the NRC was required to get your staf f to address

these issues.

For example, evaluations were r.ot performed to assure that

alternate methods for cooling the temporary sr.ent fuel pool could be

implemented in time to prevent pool boiling if thc temporary service water

system was lost or that the adding and drairing of water (feed and bleed

meinod), which was an alternate method to cceirol fuel pool tempera:ure, woulc

not reduce the baron concentration to unacce' table levels.

In other areas, unevaluated conditions included seismic impact of scaffolding

and miscellaneous components in plant operating areas.

Engineering

evaluations of the conditions, other than those related to the spent fuel

storage area, indicated that the safety impact of the conditions was minimal.

However, once again these evaluations were not made until after the conditions

were identified by the NRC.

No violations of NRC requirements were identified during the course of this

inspection.

Ir. accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
