Dear Mr. Morelock:

This is'to follow.up on our phone conversation of. July 26, 1990.

You. asked about the hazardous materials, chemicals and wastes that will be associated with the uranium enrichment plant.in Claiborne Parrish.- In brief, the plant will bring in uranium in the form of-uranium hexafluoride (UF enrichlt(alsoasUF),andshipouttheenricheduraniumproductwhich)w;ill alsobe'inthe'formofUF, The centrifuge process enriches the uranium by 0

dynamic, forces, not using any chemical reactions.

Such a process does not ig-produce byproduct' wastes except the tails, depleted uranium, also as UF However,the'plantwillproduceotheruranium-contaminatedwastesbecau$e. it wili sometimes be necessary to clean equipment and UF cylinders,.and to change fair filters. We; don't know much about these wastes yht, because the company, A

Louisiana Energy Services, has not yet filed its license application in which t

3 they must' give us details about.the process.

I have enclosed (1) Product

- Safety Data Sheets'for UF, and' hydrofluoric acid (HF), (2) a copy of' a report

" Uranium Hexafluoride:

HXndling Procedures and Container Descriptions,"

W OR0-651L(Rev. ;5), September 1987, and-(3) a copy _ of a draft report, " Chemical LToxicity of_ Uranium Hexafluoride Related to Radiation Doses," NUREG-1391L April-

1990. These provide basic'information on the hazards of UF, and how.it is-6 handled.

With regard:to your other question, about radioactivity in. pesticides sprayed.

for_ fire: ants. the'NRC has never authorized such a procedure-and.we haven't L

heard _of anyone doing that.

However, by an-agreement, the NRC has relinquished to:the State of Louisiana authority to regulate certain. classes of radionuclides in Louisiana.

Thus, the State regulates most activities dealing with radionuclides other than nuclear power plants and the proposed enrichment plant.
