SUMMARY

OF MEETING WITH LOUISTANA ENERGY SER\\ CES The NRC staff met with representatives of Louisiana Energy Services (LES) on July 11 1990, primarily to review with LES the results of our June trip to the three Urenco plants in Europe. A list of meeting attendees is enclosed.-

' Messrs. R.J. Brady, C.J. Haughney, P. Loysen, and P. Ting (for R.F. Burnett and D.J. Kasun) discussed sighificant observations and findings of the visits to Urenco plants at Almelo, the Netherlands; Gronau, Federal Republic of Germany; and Capenhurst, England.

The principal remarks made to Dr. Arnold were that the Urenco people were most cooperative, open, and frank in providing information, including classified and sensitive'information. to the NRC team; and that the visits were extremely useful in gaining an understanding of the i

design, construction, and operation of the existing gas centrifuge plants, and their applicability to the proposed LES plart-in Louisiana.

LES stated that it had prepared and was about to :9bmit a response to the-staff's request for antitrust informatioi..

(The information was submitted on July 13, 1990.)

LES. inquired about the impact on the future LES application of the Commission's recent comments concerning implementation of 10 CFR Part 52.

Mr. Fonner replied that the Commission would be holding more meetings on this matter, that it was applicable to nuclear reactors only, and that no decisions

'had been made.

LES also inquired about NRC feedback on the issue of foreign

-ownership, domination, or control, referencing its submittal of May 1, 1990.

The staff advised that a decision on this issue was not certain, but in any event a non-proprietary version of the May 1 submittal would be useful so that it-could be referenced and made publically available.

NRC feedback on LES' Licensing Review Bases document was riso requested. The staff informed LES that we do_not intend to negotiate or eventually use this document as the bases for reviewing the LES application.

However, we agreed to broadly review the document, looking particularly for open items, gross omissions or errors, j

. Charles J. Haughney August 7, 1990 Mr. Brady and Mr. Ting'said that they want to meet with LES, in August 1990, to-describe anticipated secur'.ty requirements and to discuss LES providing early information on safeguards matters.

In addition, another pre-licensing meeting, at which LES would provide to the staff a detailed description of the preliminary plant design and process flow, will be scheduled for September 1990.
