QUARTERLY UPDATE OF THE THERM 0-LAG ACTION PLAN AND FIRE PROTECTION REASSESSMENT RECOMMENDATIONS In a memorandum of November 10, 1992, I proposed to submit quarterly status reports on the Thermo-Lag Action Plan to the Commission. is the third quarterly update of the Thermo-Lag Action Plan.

On March 3,1993, the Commission appeared before the Subcommittee on Oversight and Investigations to address questions about fire protection measures used in nuclear power plants. During the hearing, the Chairman committed to submit quarterly status reports on the Thermo-Lag Action Plan and the implementation of the fire protection program reassessment recommendations.. Staff plans for implementing the reassessment recommendations are documented in Enclosure 2 Fire Protection Task Action Plan (FP-TAP), and Enclosure 3, Equipment Qualification Task Action Plan (EQ-TAP).

During the last quarter, the staff met with the Nuclear Management and Resources Council (NUMARC) to discuss the industry Thermo-Lag test program; witnessed NUMARC-sponsored combustibility tests at Underwriters Laboratories;.

witnessed ampacity derating tests performed by the Tennessee Valley Authority for the Watts Bar nuclear power plant; and reviewed responses to Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers." The staff also prepared a final version of its proposed fire test acceptance criteria and presented to the Committee for the Review of Generic Requirements the criteria and a proposed generic letter supplement to issue the criteria. The' staff also performed a vendor inspection at Omega Point Laboratories and completed the small-scale Thermo-Lag fire test program at the National Institute of Standards and Technology.

The staff began reviewing fire barrier systems other than Thermo-Lag and issued two information notices. The staff informed the Commission of the initial results of the fire barrier review in a memorandum of. May 25, 1993.

The staff revised the Thermo-Lag Action Plan to add new tasks and to adjust for resource, priority, and schedule changes. The adjustments, however, have not delayed the completion schedule or increased the resource estimates. The staff expects to complete the Thermo-Lag Action Plan in May 1995, within-Q30 Tl Ad

Thermo-Lag Action Plan now shows the status of each task. The report on the i

reassessment of the NRC fire protection program of February 27, 1993, contained a number of recomendations.

In the FP-TAP and the EQ-TAP, the staff sumarized the actions, resources, and durations estimated for implementing these recomendations. The FP-TAP slso includes a staff evaluation of the lessons learned from the ' ire protection program l

The staff will revise the FP-TAP, the EQ-TAP, and the Thermo-Lag Action Plan, I

as needed to incorporate tasks that arise during its reviews and to account for changing resources, work assignments, and priorities. The staff will complete the action plans within the stated schedules if sufficient resources are available.

Certain tasks are listed in both the Thermo-Lag Action Plan and the FP-TAP. Adjustments to be made by the staff before the next quarterly report are discussed in the action plans.

The fourth quarterly report to the Comission will include an updated Thermo-Lag Action Plan, FP-TAP, and EQ-TAP, and the required report to Congress.

In the interim, the staff will inform the Comission of any significant findings or obstacles to the timely completion of the described actions.
