In accordance with Section G.4, Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 7 with an established ceiling of $17,'715.02. This effort shall be performed in accordance with the enclosed statement of work, the Contractor's technical proposal dated l
I February 12, 1993, and revised proposal dated March 1, 1993, incorporated herein by reference.
The period of performance for Task Order No. 7 is March 15, 1993.through September 15, 1993.
The total cost ceiling is $17,715.02 of which the sum of $16,325.29 represents the estimated reimbursable cost, the sum of $91.68 l
represents facilities capital cost of money, and the sum of $1,298.05 represents the fixed fee.

Notwithstanding the clause FAR 52.232 Limitation of Cost, l
the Contractor is not obligated to continue performance under this task order or otherwise incur costs in excess of the estimated cost specified herein, until the Contracting Officer notifies the Contractor in writing.

TASK ORDER NO. 7 UNDER CONTRACT NO. NRC-26-91-292 1.
PURPOSE The purpose of this Task Order is to present an abbreviated version of the Fuel Cycle Technology Course (H-108) to personnel of the Incident Response Branch, NRC Operations Center. These individuals are responsible for communicating with licensees during emergency situations. As a result, they do not require all of the detailed technical background normally covered in this course but instead need familiarity with the various phases of the nuclear fuel cycle, s,
terminology used and likely events. The presentation will follow the NRC course manual, " Fuel Cycle Technology," which has been used to teach the full 5 day course. This should provide the Operati,ons Center personnel with the fundamental knowledge needed to communicate with licensees in times of crises. The course will be presented at NRC facilities in Bethesda or Rockville, MD.
2.
SCOPE OF WORK The contractor shall administer the course and provide instructors to teach the course.
The contractor shall utilize the existing course manual, instructor's guide, and visual aids. However, due to the 1
abbreviated nature of the course, portions of the manual will not be covered at all during lectures and some portions will be covered in less detail. Any proposed modifications or additions to the instruction materials must be consistent with the course intent and must te approved by the Task Order Leader.
The contractor shall include discussions / workshops of fuel cycle incident case histories in the course presentation.
If requested, the Task Order Leader will provide NRC material specifically identified to assist in the development of discussions / workshops.

TRAVEL Contractor travel to support the presentation in Bethesda or Rockville, MD will be necessary.

- 4. REPORTING REQUIREMENTS / DELIVERABLES The contractor shall:
- a. Submit repons in accordance with Section F of the contract.
- b. Provide expedenced instructor (s) to present the course. The resume (s) of the proposed instructor (s) shall be provided to the Task Order leader (if not already submitted) for l
review and approval as soon as the individual (s) is(are) identified but not less tha fourteen (14) days pdor to the start of the course.
- c. Conduct the course during a week mutually agreed upon by the contractor and the Task Order leader. The exact date will be established not less than fourteen (14) days w
prior to the start of the course.
- d. Provide additional course materials,if any, to the Task Onier leader for distribution to.
the students. Any changes in, additions to, or deletions from the content of the existing matedal and any newly developed material shall be approved by the Task Order leader.
- e. Utilize the instructor's guide and other materials previously developed. Matedals provided may be modified or supplemental material may be developed by the contractor. However, any changes in, additions to, or deletions from the content of the existing material and any newly developed instructional material shall be approved by the Task Order Izader.
- f. Utilize visual aids previously developed and as many additional as possible. 'Ihis course is designed for famHinrintion of individuals who do not deal routinely with fuel cycle issues. Therefore, maximum emphasis should be phced on images (slides or videos, if available) to help students to visualize the equipment and facilities as they are described during actual emergency reporting situations. Visual aids may be modified or supplemental material (vuegraphs, slides, video tapes, equipment displays, etc.) may be produced to facilitate student comprehension of the subject. However, any changes in, additions to, or deletions from the existing visual aids and the type and content of any newly produced visual aids shall be approved by the Task Order Leader. As far as practicable, visual aids will be current, legible, consistent with NRC terminology and rules, and of a quality to provide a clear tmderstanding of the subject matter.
- g. Develop discussions / workshops using examples of incidents specific to the fuel cycle to reinforce student comprehension of facility layout, operations and potential pmblem areas. Materials to ascist in the development of discussions / workshops may be requested of the Task Orderleader. All requests shall be specific as to whatis required such as specific reports on specific issues. Requests such as "give me a copy of everything you have on the subject" will not be acceptable.

- h. Produce one examination (including answer key) for the purpose of evaluating student l
comprehension. The examinations should consist of no more than twenty five (25) multiple choice questions and should be based on the material included in the student manual and covered during the lectures. The questions shall not be of a complex technical nature but should be designed to test the audience as to their understanding of the basic concepts and terminology. The examination shall be submitted to the Task Onier leader for approval not less than founeen (14) days prior to the start of l
the course.
- i. Grade the examinations upon completion of the course and transfer the completed eraminations along with the raw scores to the Task Onler leader as specified in l
subparagraph k below.
- j. Deliver any materials developed for the course presentation to the Task Order leader "
for review and approval when the materials have been developed but not less than i
fourteen (14) days prior to the start of the course.

- k. Submit a course presentation report to the NRC Task Order Leader within thirty (30) days of completion of the course presentation. He report shall contain:

A cover letter report discussing course accomplishments, problems, and l
recommendations for improvement.
(2)
Original graded examinations and examination key.
(3)
Summary report of student evaluations of the course and the original of each 1
student's evaluation.
- 5.. PERIOD OF PERFORMANCE ne period of performance of this task order shall be six (6) months from the date of issue.
- 6. ESTIMATED LEVEL OF SUPPORT Appmximately one (1) staff-montit. Estimate includes development and production of any materials described in paragraph 2.
- 7. TECHNICAL SKILLS REQUIRED The contractor shall provide resumes of each person selected to present the course.
Specific skills required are knowledge and experience in the subject areas being taught and experience in classroom presentation and course evaluation.

- 8. GOVERNMENT PROPERTY TO BE PROVIDED TO THE CONTRACTOR The NRC will fumish the contractor with the following mate:ials, in addition to the items specified in paragraph 2, to support course presentations:
- a. One (1) copy of the Instmetor's Guides for each course instructor.
- b. One (1) copy of the Student Manual for each instructor.
- c. One (1) copy of suggested student examination questions for each instructor.
- d. One (1) copy of any vuegraphs requested byte contractor to be made from materials provided by the contractor.
- e. Documents issued by the Agency such as regulatory guides determined to be necessary to support course presentation. The contractor shallidentify any such documents by name or number at lem,t fourteen (14) days prior to the start of the course.?
- f. Classmam facilities and equipment (e.g., overhead and slide pmjectors, marker boards, video projection system etc) needed to present the course. The contractor shall identify any special requirements in writing at least fourteen (14) days prior to the start of the course.
The NRC will provide one (1) copy of the following materials to each student to support the presentation by the contractor:
- a. Student manual
- b. Final examinstion.
- c. Course evaluation form.
- d. Any additional handouts or revisions to the student manual as provided to the TTC by the contractor.

GENERALINFORhMTION The course length shall be three (3) consecutive days. Exact days will be established in writing by mutual agreement between the NRC and the contractor.

The course should pmvide between seven (7) and eight (8) hours of instmetion each day plus one (1) additional hour for lunch. 'Ibe class day shall begin no earlier than 7:30 AM and end no later than 5:00 PAL Class size shall be limited to 30 students.

o less than six (6). Such a postponement shall be announced at least thirty (30) days prior j
to the start of the course. Under such a circumstance, the course will be rescheduled at a mutually agreeable date.
