Dear Mr. Congel:

The biennial exercise exemption requests submitted to the Nuclear Regulatory Commission (NRC) from the Philadelphia. Electric Company for the Limerick Generating Station;and-the Northeast Nuclear Energy Company for the Millstone = Nuclear. Power Plant have been reviewed by theLHeadquarters and Regional' staffs of the-Federal Emergency Management Agency-(FEMA).

Both requests are for exemption to the 10 CFR 50 Appendix E, Section IV, F.3 requirement that a biennial full-participation onsite/offsite emergency exercise be conducted at the sites in 1990 and will require-an exemption to FEMA Rule 44 CFR'350.9(c).

Philtdelphia Electric Company's request for.an exemption from the September 1990 biennial exercise at Limerick Generating Station until January or February of 1991 notes that since 1984,the Utility has been conducting the required biennial offsite radiological. emergency preparedness exercises at both the Limerick Generating Station and the Peach Bottom Atomic Power.

Station during the same year.

The basis for their exemption is that performance of these exercises in the same year has. caused some logistical and resource utilization difficulties for the utility.

Approval of the Utility's exemption request would enable the Utility to better allocate its resources thereby alleviating the problems. associated with conducting two exercises in the same year.

In addition, it would facilitate the-Utility's addreJsing and effecting' resolution of any onsite and offsite

. emergency preparedness issues which might arise-at either facility.

The proposed change in Limerick's exercise schedule has been discussed by the Utility with the appropriate State and local jurisdictions and they have no problem with the proposed rescheduling of the exercise.

After consultation with FEMA's Region III staff, we have determined that the granting of Philadelphia Electric Company's request would be acceptable to FEMA. -FEMA's acceptance of this request reflects its recognition of the Utility's'(1) efforts to comply with the regulation since 1984 and (2) willingness to reschedule the exercise early in 1991.

The next biennial exercise for Limerick Generating Station would be conducted in February 1991.

Similarly, the exemption request from the Northeast Nuclear Energy Company (NNECO) for the Millstone Nuclear Power Plant has 9008080316

' been reviewed with FEMA's Region I staff and is acceptable to FEMA.

The proposed schedule change results in no adverse public health and safety implications.

Millstone and the State of Connecticut have conducted numerous successful exercises since 1982.

The State of Connecticut also exercises its offsite emergency response plans with the Connecticu's'cankee (Haddam

-Nock) Nuclear Power Plant on the came bienn1.1 cycle as Millstone.

Thus, the State's emergency response-organization is exercised twice as'often as required.

This organization was last exercised on May-19, 1990, at Haddam Neck with no deficiencies resulting.- Granting NECCO's request for an exemption from the

.1990 Millstone exercise until 1991 would allow for annual exercising of the State of Connecticut's plans ~and promote easier planning for '.he NRC,' FEMA, NNECO, Connecticut Yankee Atomic Power Company, and the State of Connecticut.

The next full participation exercise for Millstone would be conducted in October 1991.

Therefore, FEMA grants an exemption to the requirements of 44 CFR 350.9(c) for both the Millstone Nuclear Power Plant and for the Limerick Generating Station.
