I would like to take this opportunity to inform you of Zion Station's intent to i

begin a conversion from our current Custom Technical Specifications to the version

presentedin NUREG-1431, " Standard TechnicalSpecifications, Westinghouse Plants ".

l Zion Station proposes to undertake a conversion process similar in nature to the issuance of the original Technical Specifications for a Near Term Operating Licenso l

(NTOL) plant. That is, a process in which a preliminary systematic chapter review is performed, and where necessary, negotiation between the licensee and staffis conducted to resolve potential discrepancies. This process was discussed with members of your staff during the Technical Specification Improvement Project (TSIP) lead plant meeting in October of this year. The proposed process is expected to yield the most efficient use of personnel which should result in resource savings for both NRC and Zion Station and ultimately provide for a more timely l

implemention of Zion Station's improved Technical Specifictions.

Zion Station will arrange a meeting to further discuss the process, schedule, and objectives of the proposed conversion process. The meeting willbe scheduled at a time and location to best facilitate representation from NRR, Region Ill and Commonwealth Edison Company.
