4 EPIP 1-531 EPIP 1-5 NOTIFICATIONS 1.O PURPOSE The purpose of this procedure is to specify the means by which notifications are to be made to station personnel for all emergency levels, to expedite the notification of selected RG&E personnel to augment the emergency response organization and notify offsite agencies.

2.0 RESPONSIBILITY 2.1 The Shift Supervisor, Emergency C:ordinator or EOF / Recovery Manager is responsible for making the decision to notify offsite agencies.

2.2 Ginna Station Control Room personnel are responsible for implementing this' procedure.

2.3 The RG&E Gas Dispatcher is responsible for implementing a of this procedure.

2.4 RG&E Telephone Service is responsible for implementing

4.2 New York State and Wayne and Monroe Counties must be notified of all Emergency Classifications within 15 minutes of a declaration.

j 4.3 The licensee should notify the USNRC immediately after notification of the appropriate State or local agencies and not later than one hour after the time the licensee declares one of the Emergency Classes.

4.4

" Event 1" and " Event 2" printouts (Attachment 3c and 3e or 3f) should not be transmitted to offsite authorities until the TSC is fully manned and has assumed command and control.

4.5 Assure

" EVENT 1" and " EVENT 2" (Attachment 3c) printout copies are legible and adequately reduced in size for l

telefaxing to offsite organizations.

4.6 Telefax operations should be monitored to assure that no undue data transmission delays are occurring.

i 5.O PREREOUISITES An Emergency has been declared in accordance with EPIP 1-0, Ginna Station Event Evaluation and Classification 6.0 ACTIONS 6.1 Shift Supervisor, Eeergency Coordinator, EOF / Recovery Manger 6.1.1 Upon initiation of an Unusual Event at the Ginna Station, direct control room personnel to implement section 6.2.1 of this procedure.

If the event is an Alert or higher, implement Section 6.2.2.

6.1.2 Ensure that notifications of all emergency declarations to New York State and Wayne and Monroe Counties are made within 15 minutes of declaring an emergency, in accordance with Attachment 3.

6.1.3 The licensee should notify the USNRC immediately after notification of the appropriate State or local agencies i

and not later than one hour after the time the licensee declares one of the Emergency Classes.

6.1.4 If additional assistance is required,-refer to EPIP 1-14, STATION CALL LIST, for phone numbers of station personnel.

Notify the Plant Manager, Plant Operations Manager and the Plant Technical Assessment Manager to report to the TSC to support the Control Room with Offsite Communications.

After completing step 6.2.1.b, the New York State Radiological Form Part I should be telecopied to New York State, Wayne and Monroe Counties, b.

Report information to New York State, Wayne and Monroe Counties within 15 minutes of classifying the emergency using Attachment 3, New York State Radiological Emergency Data Form Part I,

and USNRC immediately after notification of the appropriate State or local agencies and not later than one hour after the time the licensee declares one of the Emergency Classes, using 0-9.3.

At the request of the Emergency Coordinator notify additional persons to staff TSC as appropriate.

The New York State Radiological Emergency Data Form, Part f

I, should be filled out with the assistance of the Emergency Coordinator / EOF Recovery Manager and Health Physics personnel.

For step 8 of form, enter the event description from EPIP 1-0 event classification.

3.

The determination for step 10 is made by checking monitors on possible release pathways for the specific event and l

comparing the monitor readings against the Tech Spec

limits given in P-9.

4.

Obtain weather information, steps 14-18 of form, using Control Room weather indication, the plant computer, the on-shift HP Tech, or the Dose Assessment Manager.

If the primary weather tower is unavailable, the HP Tech or Dose i

Assessment Manager will determine the stability class in accordance with EPIP 2-2.

Data in steps 19B through 24 of the New York State Radio-logical Emergency Data Form Part II (Attachment 3b) should be filled out by Dose Assessment and transmitted by telecopy as information becomes available.

14.

Telecopy all New York State Radiological Emergency Data Forms to the following using instructions on fax machine:

Assure the Plant Process Computer System (PPCS) is opera-tional. and " EVENT 1" and " EVENT 2" reports can be obtained-by using instructions in Attachment 3d.

If PPCS not i

available then Attachment 3f must be used.

Proceed to i

step 5 for information on using Attachment 3f.-

Query the PPCS to obtain printouts of~ " EVENT 1" and

" EVENT;" approximately every 15 - 30 minutes, or as plant i

conditions warrant (See Attachment 3c (Form). and 3d-(Instructions)).

Copies of the most current " EVENT 1" and " Event 2" should be telefaxed to Wayne County, Monroe County and NYS every 30 minutes.

Telefax back-ups.should be avoided by staggering times when " EVENT" forms and Part I & II forms (Attachment 3a & b) are transmitted.

If the PPCS is unavailable, Attachment 3f must be com-pleted with the assistance of Control Room or TSC person-i nel, and telefaxed to Wayne and Monroe Counties, NYS and l

the EOF.

When completing Attachment 3f, if the parameter is measur-

'I able (e.g., pressurizer level) use the numerical value.

6.

When the Attachment 3f parameter is not measurable, the condition of any deviation from normal should be noted

The completed forms shall be returned to the Shift Super-I visor or Emergency Coordinator after transfer of the data.

When requested by the Control Room, the Gas Dispatcher shall initiate the Site Contingency Call List Attachment 4a for TSC engineering support.

The following question must be asked of each person called.

There is an emergency situation at Ginna, please report."

If the individual is not at home, leave a message to have the individual contacted and to call you at your number.

1 NOTE:

Attempt to call the personnel designated as the primary responder for each position.

If the primary responders are unavailable, call other personnel qualified for the position.

The call list contains six functions which must be filled first:

Call down the list and mark an X in the function box for indi-viduals answering call.

If you cannot reach anyone at home to fill a function, call the l

This is done by calling their pager number and after hearing 3 beeps, enter the call back number.

An example of a pager message would be:

Call the pager and wait for 3 beeps.

Enter "7248523" or the appropriate Gas Dispatcher call back i

number.

Then press the # key to send the message.

If the six functions on the call list are not filled when you complete the list, repeat calls to missing functions.

When you have filled the first 6 functions, notify the Ginna Control Room, ext.235, that you have done so and the list of individuals contacted.

Telephone Service Operator shall initiate the Site contingency Call List for Health Physics Section when requested by the Ginna Control Room personnel. They will request begin the Ginna Site Contingency call List.

The following question must be asked of each person called.

"We need to remind you of the fitness for duty requirements.

Are you available to report for duty at this time?

If not, we are requesting that you standby so you can be notified for the next call-in shift.

There is an emergency situation at Ginna, please report."

3.

If the Individual is not at home leave a message to have the individual contacted and to call you at your number.

2.O E]MTQHSJEILITI 2.1 The EOF / Recovery Manager is responsible for notifying personnel at a Site Area Emergency Level or higher or at his discretion using Attachment 2 during normal work hours and Attachments 2 and 3 during off normal hours.

2.2 The EOF / Recovery Manager is responsible for notifying personnel on Attachment 4.

2.3 The Nuclear Operations Manager is responsible for notifying personnel on Attachment 5.

2.4 The Corporate Spokesperson is responsible for notifying personnel on Attachment 6.

2.5 The Corporate Nuclear Emergency Planner is responsible for notifying personnel on Attachment 7.

2.6 The EOF Dose Assessment Support is responsible for ensuring the notification of personnel on Attachment 8 as needed.

O EPIP 3-6:3 5.O PREREOUISI'rES 5.1 An emergency has been declared in accordance with EPIP 1-0, Ginna Station Event Evaluation and Clas-sification.

5.2 EPIP 1-5, Notifications, has been implemented.

6.0 ACTIONS 6.1 EOF /Rocovery Manager 6.1.1 Upon notification of an Alert Condition, the EOF /-

Recovery Manager should evaluate plant conditions, consider, at his option, beginning the EOF call in procedure by notifying personnel on Attachment 2.

6.1.2 Upon notification of a Site Area Emergency by the Ginna Station Control Room, begin the EOF call in procedure by notifying personnel on Attachment 2.

6.1.3 Upon completion of Emergency Response Organization call list other corporate personnel listed on Attachment 4 shall be notified as appropriate.

6.1.4.

Ensure call outs are continued to ensure all positions on Attachment 1 are filled.

6.1.5 Keep a log showing time, date and person (s) notified (Attachment 31).

6.1.6 The Ginna Plant Nuclear Safety Audit and Review Board shall be called into session as a result of the emergency.

6.2 Huclear Oparations Manager. Notifications t

6.2.1 Upon notification by the EOF / Recovery Manager that an Emergency has been declared at the Ginna Nuclear Power Plant, commence notification of pc,rsonnel on Attachment 5.

To establish the training program to develop and maintain the proficiency of Emergency Response / Support -

Organization personnel.

2.O RESPONSIBILITY:

2.1 The Corporate Nuclear Emergency Planner has overall responsibility for maintenance of the Emergency Preparedness Training Program so that it accurately reflects the Emergency Plan and EPIPs.

2.2 The Division Training Manager is responsible for development and implementation of the Emergency Plan Training

program, ensuring that the Emergency Response / Support Organization is staffed with nialified individuals.

6.1 Training Program:

6.1.1 Training shall be conducted in accordance with the Nuclear Training Manual and the Nuclear Emergency Response Plan Program Description.

6.2 Participation

6.2.1 Program participants are designated on Attachment 1, Qualified Individuals List.

6.2.2 Program Participants are required to attend training as outlined in the Nuclear Emergency Response Plan Training Program Description.

6.2.3 A record of attendance at training instruction, mini-

drills, practice drills, table-tops, and evaluated exercises will be maintained.

6.3 Qualified Individuals:

6.3.1 The Qualified Individuals T4 st (Attachment 1) shall be reviewed and updated af-annual training comple-e tion, as a minimum.

6.3.2 Individuals may be added to the lists when they complete the classroom training required for their specified function per TR C.22.

6.3.3 Individuals failing to complete the required training identified in the Nuclear Emergency Response - Plan Training Program Description shall be removed from the Qualified Individuals List (Attachment 1) by letter of notification to the individual and to their supervisor.

6.4 Records

6.4'.1 Training records shall be maintained in accordance with the Nuclear Training Manual 'and the Nuclear Emergency Response Plan Training Program Description.
