115 and_116, a permit is hereby granted to TJorthern_ States Power Company, Minneapolis, for dioposal of unste from a stcom electric generating plant l

being constructed by the company in the test half of Section 33, Township 122 TJ, Range 25 U, Uright County, including the discharge of cffluento, es

herein belou specified therefrom to the Mississippi River, subject to the conditions given below.

This permit shall not release the permittee from any liability or obligation imposed by Minnesota statutes or -local ordinances end shall remain

The permit shall be permissive only and shall not be construed as

In any case uhcre sucn substences, either liquid or solid, as a result of occident or natural cotnotropha thould gain entry into any voters cf the state, it chcIl be the

  • responsibility and duty of the compcny to inform the Agency in the quickcot time possible and irnadiately romove and recover all such pollutional substances to tho fullest extent reasonobly possible under existing conditions.

The industrial or other waste effluents es discharged shall comply saith any and all cpplicable requirements of effluont standards or river classifications and atendardo uhich may be adopted by the Agency for this type of source ano/cr for thcon unters in the future.

Excerpts from Minutes of Minnesota Pollution Control Agency Meeting, Monday May 8, 1972 AGREEMENT WATER QUALITY:

Monticello NSP Thermal Discharges:

Mr. Johannes briefed the members on this and following his presentation, Mr. Gary Welk of the NSP Company addressed the Agency.

He stated that he felt the problem was in the interpretation of the permit.

He said that NSP Company will operate the cooling towers on a helper basis 0

when intake temperatures are 68 (degrees) cr above.

This will roughly cover the period from Memorial Day through abor Day.

Following discussion from the members, Mrr.. Watson moved that the Agency accept the terms of this proposal as outlined by Mr. Welk but to operate 0

the cooling towers when the intake temperature is 68 F or above which is approximately from Memorial Day to Labor Day, but that the Agency maintain the right to amend this pending the results of the forthcoming hearing on thermal standards.

Dr. Olsen seconded,the motion and it carried unanimously.
