DRAFT REVISION TO THE COOPER NUCLEAR-STATION EMERGENCY PLAN This is in response to your letter dated May 27, 1993, which. submitted for our.

review a draft revision to the Cooper Nuclear Station Emergency Plan. The draft revision proposed to eliminate the backup mobile siren capability-referenced in the plan.

l The proposed changes to the Emergency Plan were reviewed by the-Office of '

Nuclear Reactor Regulation in consultation with representatives of. the Federal Emergency Management Agency (FEMA). 'It was determined'that the. backup' mobile sirens are not considered a primary element of the Cooper Nuclear Station Alert and Notification System (ANS). Therefore, the elimination of the mobile ~

t sirens will not adversely affect the ANS approveo by FEMA and will not reduce the effectiveness of emergency planning for the Cooper Nuclear. Station... You may proceed with the proposed Emergency Plan change outlined in your submittal dated May 27, 1993.
