TRIP REPORT GE-VALLECITOS LICENSING RENEWAL (TAC NO. L21419)

On October 4,1993, a site visit was made to GE-Vallecitos to discuss chnges to the licensee's renewal application and to tour the site for site familiarization.

The following persons participated in the various mee'.ings, site tours, and discussions:

There are some contaminated glove boxes that are being stored pending disposal by Department of Energy.

At least two other glove boxes are being used in the laboratory.

Comment Resolution Each review comment was resolved. The licensee agreed to incorporate changes to their application and re-submit their application in two weeks.

The licensee also agreed to include Part 20 requirements in their application re-submittal.

The licensee agreed to commit to procedures, something that they had refused to do in the past.

procedures in the inspection process.

The licensee agreed to address emergency planning and drills.

This will be accomplished by integrating the drills associated with other emergencies, such j

as fire and chemical emergencies. The licensee felt that performing a full-radiological emergency planning drill with offsite responders when there was insufficient material on the site to achieve the radiological emergency would severely impact offsite response for other drills. We agreed to this position and suggested a more integrated approach.

All issues were resolved in draft at these meetings.

If the licensee amends their application as stated FCSS can proceed with the renewal.

Follow-on While I expected the re-submittal of GE-Vallecitos application in the near i

future it appears that the submittal will be late December.
