ENVIRONMENTAL ASSESSMENT AND FINDING OF NQ SIGNIFICANT IMPACT f
The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to Facility Operating License No. NPF-58 issued to the Cleveland Electric Illuminating Company, et al.,
(the licensee), for operation of the Perry Nuclear Power Plant, Unit No.1, located in Lake County, Ohio.
ENVIRONMENTAL ASSESSMENT Identification of Proposed Action The proposed action would revise the provisions in the Technical Specifications (TS) relating to the isolation actuation instrumentation for the reactor core isolation cooling (RCIC) system. The revision would delete the RCIC isolation on high P.CIC room differential temperature to improve the reliability of RCIC.
The proposed action is in accordance with the licensee's application for amendment dated January 19, 1990.
The Need for the Proposed Action The proposed change to the TS is required in order to allow the licensee to delete the RCIC isolation on high RCIC room differential temperature to prevent inadvertent and unnecessary isolation of RCIC on a spurious RCIC room high differential temperature signal.

Environmental Impact of the Proposed Action The Commission has completed its evaluation of the proposed revision to the TS and concludes that if the RCIC isolation on high RCIC room differential temperature is removed there would still be redundant,-
l diverse, reliable means of isolating a leak from RCIC in the equipment room. Therefore, the proposed changes do not increase the probability or consequences of accidents, no changes are being made in the types of any j
effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure. Accordingly, the Commission concludes that this proposed action would result in no significant radiological environmental impact.
With regard to potential nonradiological impacts, the proposed change to the TS involves systems located within the restricted area as defined by 10 CFR Part 20. The proposed change will not result in a measurable change j
to the nonradiological plant effluents and therefore, will not have any environmental impact. Therefore, the Commission concludes that there are i
no significant nonradiological environmental impacts associated with the proposed amendment.

Register on February 28, 1990 (55 FR 7073). No request for hearing or 1
petition for leave to intervene was filed following this notice.

s I a Alternative to the Proposed Action Since the Commission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equal or greater environmental impacts need not be evaluated. The principal alternative would be to deny the requested amendment. This would not reduce environmental impacts of plant operation and would result in reduced operational flexibility.
Alternative Use of Resources This action does not involve the use of resources not previously considered in the Final Environmental Statement related to operation of the Perry Nuclear Power Plant, Units I and 2, dated August 1982.
Aaencies and persons Consulted The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed license amendment.
Based upon the foregoing environmental assessment, the Commission concludes that the proposed action will not have a significant effect on the quality of the human environment.
