Dear Mr. Culler:
We have received your letter of June 15, 1990, in which you informed us about the proposed Electric Power Research institute (EPRI) epidemiologic study of '
radiation workers at nuclear power plants.
In that letter you requested access to NRC's Radiation Exposure Information and Reporting System (REIRS) computerized database. As you correctly noted in your letter, access to the REIRS database is restricted by the Privacy Act. We have asked the General Counsel to look into this question and make a determination whether access could be allowed under the special circumstances of a scientifically valid study. We will advise you as soon as his determination is made.
We would also like to investigate with you the question of whether the REIRS data would be adequate for conducting such a study. We would like to suggest a meeting of our staft with your principal investigators to discuss We the design of your proposed study and the relevance of the REIRS data.
would invite several experts in radiation epidemiology from the National Cancer Institute and the Department of Ener9y to participate in this discussion. To ensure that the meeting is focused and profitable, may we please have a copy of your experimental design as soon as possible, but at least 3 weeks prior to the meeting.
Please send the design to Dr. Shlomo Yan b of cur Ottice of Nuclear Regulatory Research.
Dr. Yaniv also will contact you to make arrangements for the meeting. We will be pleased to provide an answer to your request as soon as these two issues have been resolved.
